The base scope will consist of demolishing the existing (4) west courts and in place reconstruction (4) new asphalt courts with dense graded base, geotextile fabric, asphalt, court surfacing/striping, fencing/gates, nets and supporting stormwater management via storm sewer piping, underdrain, structures and a basin. No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Local Public Agency. Any inquiry received seven or more days prior to the date fixed for opening of Bids will be given consideration. Every interpretation made to a Bidder will be in a form of an Addendum to the Contract Documents, and when issued, will be on file in the office of the Local Public Agency and the office of the Engineer at least five days before Bids are opened. In addition, all Addenda will be sent to each person holding Contract Documents, but it shall be the Bidder's responsibility to make inquiry as to the Addenda issued. All such Addenda shall become part of the Contract and all Bidders shall be bound by such Addenda, whether or not received by the Bidders. Bidder's Proof of Responsibility paperwork must be on file with the City of La Crosse. If not upto-date, new paperwork shall be submitted electronically to the Director of Finance, via email at: apvendors@cityoflacrosse.org. The subject line shall be "Bidder's Proof." New submittals are due no later than 4:00 p.m. on the Thursday one week prior to bid, showing sufficient financial ability, equipment, and experience to properly perform the contract. CONSIDERATION OF PROPOSALS The award of contract, if awarded, will be to the lowest responsible bidder among all bidders, whose proposal complies with all the requirements necessary to consider it formal and complete. 4. PROSECUTION AND PROGRESS Work shall commence on 6/2/25 and be substantial complete before or by 9/6/25. Work to be co ordinated with the City of La Crosse to minimize disruption.
