City of Bentonville, Arkansas is accepting formal, sealed bids from properly qualified, applicably licensed and insured, and experienced contractor to complete the resurfacing and enhancement of the 6,000 square foot concrete surface at the Lawrence Plaza Splash Pad and Ice Rink. The work is expected to include but is not limited to applying a durable, slip-resistant overlay capable of withstanding extreme conditions caused by frequent water exposure during summer months and freezing temperatures in winter months for the Lawrence Plaza Splash Pad and Ice Rink, for the City of Bentonville Parks and Recreation Department. All Bids must be accompanied by a Bid Guarantee in the form of a bid bond, certified check, or cashier's check in the amount of 5% (five percent) of the Total Bid Price, payable without condition to the City of Bentonville, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds after the Notice of Award has been issued. Questions must be submitted via written communication only t o purchasing@bentonvillear.com. The deadline to submit questions related to this Invitation is March 28, 2025, at 4:30 PM CST, after this time the City will only provide clarifications or responses pertaining to items in the Bidding Documents that do not result in a change or Addendum (see Bidding Documents for additional information). The Bid Guarantee shall provide that the Bidder or surety must pay the damage, loss, cost, and expense subject to the amount of the Bid Bond directly arising out of the Bidder's default in failing to execute and deliver the Contract and bonds. Personal checks and company checks are NOT acceptable as a Bid Guarantee. Any bid submitted shall be void unless accompanied by a cashier's check drawn upon a bank or trust company doing business in the State of Arkansas or by a corporate bid bond. The awarded Bidder will be required to furnish Performance and Payment Bonds at the time of signing the Contract in amounts equal to the Total Bid Price. The City encourages all qualified small, minority owned, and women owned business enterprises to submit Bids for capital improvements, projects, and purchases. Encouragement is also made to all general (prime) contractors that in the event they subcontract portions of their work, consideration is given to the identified groups. Interested parties can obtain the required Bid Packet by emailing purchasing@bentonvillear.com, by calling 479- 271-3115, or from visiting the address below. The City reserves the right to cancel this request at any time in accordance with the City's best interest, to reject any Bid received, and to waive irregularities in accordance with the City's best interest. SCOPE OF WORK The awarded Bidder shall furnish all labor, materials, equipment, tools, supervision, insurance, and all other necessary components indicative of the type of work or supply of item(s) or services specified herein and as required to perform the work to 100% completion and/or to deliver all item(s) and/or services to the City as specified. The work shall include all specifications listed below. The awarded contractor shall complete the work to 100% completion. The Project is located within Bentonville City limits. The contractor shall be responsible for securing the work site by setting up city-provided barriers to prevent any public access to the construction area. Proper signage must be placed to warn of the construction zone and ensure public safety throughout the project duration. As part of the resurfacing and enhancement, the contractor shall perform a full site assessment to assess the existing conditions and identify any problem areas requiring additional preparation. The concrete surface shall be cleaned and prepared to ensure proper adhesion of the overlay. This may include pressure washing, grinding, or other appropriate methods. Proper leveling of the surface must be ensured in order to allow water flow appropriately to drains, eliminating pooling that could lead to further damage or safety concerns. Before proceeding with full application, a small-scale mock-up will need to be completed in a designated area to ensure proper adhesion of the product on a chilled concrete surface. The product must be tested for slip resistance and compatibility with both summer and winter surface conditions with any adjustments of the application methods as needed. The contractor shall need to use Res-Tek Dek-Guard Flexible Commercial Coating System, or an equal product. The product must have a non-slip surface throughout the entire area and must be durable enough to withstand the constant water exposure from the splash pad and freezing temperatures during ice rink operation. The product’s adhesive properties must be suitable for both outdoor use and interaction with chilled concrete beneath the ice rink. The application of the approved coating system must be in accordance with the manufacturer’s specifications for surface preparation, product mixing, application and curing times. The contractor shall ensure full coverage across the entire 6,000 sq. ft. area, multi-use pad inside the expansion joint area with a focus on consistent thickness and slip-resistant texture. Once the coating system has been applied to completion, the contractor will need to conduct a final inspection to ensure all areas have been properly coated and perform a slip-resistant safety test across the entire surface and comply with manufacturer safety standards. The contractor shall provide documentation certifying the coating meets manufacturer requirements for durability, adhesion and performance. The contractor shall clean up the site upon completion and remove all debris and leftover material. The contractor shall provide a maintenance schedule and any recommended care instructions to ensure longevity of the new surface.
