G 18 - 2184 / G 19 - 2383 Based on published geology maps, the project site is located in Terrace deposits (Qt) and Eagle Ford (Kef) formation The Deadline to ask questions is 3/11/2020 5:00 PM CST The project scope includes, but is not limited to, the following major work items: Approximately 5,880 L.F. of 27", 30" and 36" gravity sewer line, a meter station, manholes, connections to existing facilities, and taking out of service an existing gravity sewer line, existing manholes, and an existing meter station. Proposals may be modified or withdrawn at any time prior to the time set for opening bids. The Authority Welcomes Bids From Historically Underutilized Businesses (HUBS). Contractors and Suppliers Submitting Bids Shall Encourage HUBS to Participate in the Performance of the Contract. Only responses issued via Addenda are binding. Proposals shall be accompanied by either a Bid Bond or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price, payable without recourse to the Trinity River Authority of Texas as a guarantee that the bidder will, within 10 days after notice of award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100% of the Contract Price, from a surety licensed to conduct business in Texas and named in the current list of "Surety Companies Acceptable on Federal Bonds" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Casualty." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, age, handicap or national origin. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended by Executive Order No. 11375, and as supplemented in Department of Labor regulations 41 CFR Parts 60-1 and 60-2. The Authority reserves the right to reject any or all bids and to waive any immaterial formalities or inconsistencies in its sole judgement. Award shall be made to the lowest responsive, responsible bidder; however, the Authority reserves the right, after evaluation of all bids received, to make no recommendation to its Board of Directors regarding the award of any bid in the event non-responsive, non-conforming, or otherwise unacceptable bids are received, or if budgetary constraints or other unanticipated factors exist. No bid may be withdrawn until the expiration of 60 days from the date bids are opened.
