Demolition, site work and new construction of a fire / police facility in East Palo Alto, California. Design plans call for the construction of a two-story above grade fire / police facility; for the demolition of a 4,300-square-foot fire / police facility; and for site work for a fire / police facility.

As of November 2, 2022, an award has been made for this solicitation. The owner states that they have not yet advertised for construction bids. Owner states that construction may begin in the spring of 2024. Closed solicitation has been included below for reference. .......................... The City of Palo Alto is seeking proposals from qualified firms to provide professional design services for the Fire Station No. 4 Replacement project. The required services and performance conditions are described in the Scope of Work (or Services). A Proposer may withdraw or modify its proposal at any time before the expiration of the time for submission of proposals as provided in the RFP by entering the e-procurement system and selecting to withdraw the proposal. No request for modification of the proposal shall be considered after its submission and acceptance on grounds that Proposer was not fully informed to any fact or condition. Deadline for questions, clarifications August 7, 2020 Finalist Identified Week of August 31, 2020 Consultant Interviews September 8 and September 9, 2020 Consultant selection and contract preparation September 11, 2020 Contract awarded October 5, 2020 Fire Station No. 4 is located at 3600 Middlefield Road in Palo Alto (See Figure 1). The existing onestory 4,300 square foot fire station structure was built in 1953. A fueling station, a private cellular telecommunication facility, exterior generator, and a small paved parking lot accompany the fire station on a 0.6-acre portion of the property. Fire Station No. 4 is located in FEMA flood Zone X (not a Special Flood Hazard Area) and is not located in an earthquake fault zone. The property is zoned PF (Public Facility) and is shared between the existing fire station and the City's electric utility substation. The total property area for planning code purposes is 1.75 acres. Existing unoccupied utility buildings on the substation portion of the property may count towards allowable floor area ratios (FAR) and lot coverage. The City proposes to construct a new 2-story replacement fire station. In addition to the spaces required to support the fire operations, this fire station will include an alternate Emergency Operations Center (EOC)/Training Room to serve the Fire Department and neighborhood. The number of fire personnel and equipment will remain the same as the existing. The proposed fire station shall be a building code compliant "essential services" facility for emergency response and consists of the following components: Demolition of existing fire station buildings and removal of drying rack - Existing fuel station on site (see Task 1 requirements) - Office and public restroom - Training/community room - Two drive through apparatus bays and a stand-by apparatus bay - Firefighter living quarters - Lobby with computer stations Additional information can be found in City provided reports, and Consultant shall review the programming with the City. The Consultant's basic services for the Fire Station No. 4 Replacement Project consists of five Tasks: Task 1, Schematic Design; Task 2, Design Development; Task 3, Construction Documents; Task 4, Construction Administration; and Task 5, LEED Certification. This RFP does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to: Make the selection based on its sole discretion; - Reject any and all proposals; Issue subsequent Requests for Proposals; - Postpone opening for its own convenience; - Remedy technical errors in the Request for Proposals process; - Approve or disapprove the use of particular subconsultants; - Negotiate with any, all or none of the Proposers; - Accept other than the lowest offer; - Waive informalities and irregularities in the Proposals and/or - Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City As of December 21, 2020 this project is being evaluated. An awarded firm has not been announced. Bidding for contractor and a firm timeline has not been established.* *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
