**The owner has determined a prequalified list of construction managers.** The Trustees of The California State University are requesting Statements of Qualifications (SOQ) from interested and qualified construction managers (Respondents) to provide preconstruction and construction services for the abovenamed Project. CSU Point of Contact for Information: Maria Hernandez, Associate Director Procurement and Contracts Phone (310) 243-3249 Email: mehernandez@csudh.edu Contractor License Requirement: B The Project consists of: The renovation of the NSM building will complete the Science complex and will provide CSU Dominguez Hills with facilities for a modern Science program. With a modest addition to construct a new planetarium for Earth Sciences, the project will also serve as a beacon for the surrounding community, to awaken interest in the sciences in the elementary and middle school students of its communities and help in setting new aspirations and new goals for achievements in the sciences. The project will also renovate the existing observatory, enhancing the university's science programs and outreach to k-12 programs. The building will be renovated to provide general use classrooms, dry instructional laboratories, and support facilities for the disciplines of Physics, Earth Sciences, Anthropology, Computer Sciences and Mathematics in the College of Natural Sciences and Mathematics (NSM). A new code compliant elevator is included in the project. With the completion of the new Science and Innovation building in December 2020, the chemistry, bio - chemistry and biology laboratories and faculty will vacate the labs in the existing NSM building. This allows the campus to remove old fume hoods, address the seismic and code deficiencies and longstanding deferred maintenance items, consolidate most of the departments of the NBS College and provide much needed space for classrooms and the growing computer sciences department. The building has a CSU category 2 classification for seismic risk. The planned renovation will also address seismic safety in selected areas, modifications to the current HVAC system, provide operable windows, replace lighting with LED, and provide life- cycle savings on energy costs. The Trustees shall give a small business a bid advantage of five percent to contracting firms that have been certified as a "Small Business" by the Department of General Services, Office of Small Business and DVBE Services, in accordance with Contract General Conditions (and Supplementary General Conditions) for Construction Manager at Risk with Guaranteed Maximum Price Projects, Article 2.06, Small Business Five Percent Bid Advantage. Additionally, the Trustees require three percent Disabled Veteran Business Enterprise (DVBE) participation in all contracts, in accordance with Contract General Conditions (and Supplementary General Conditions) for Construction Manager at Risk with Guaranteed Maximum Price Projects, Article 2.08-g, DVBE Incentive. The DVBE incentive is calculated as a percentage of the highest technical score. If the highest scored proposer is a California certified small business, for bid evaluation purposes only, the only proposers eligible for the DVBE incentive will be California certified small businesses. More detailed information will be provided in the RFP. When it nears time to bid trades, the selected construction manager shall contact the Trustees' DVBE Coordinator Maria Hernandez, 310-243-3249, mehernandez@csudh.edu. This Project is a public works project and is subject to prevailing wage rate laws (Contract General Conditions, Article 4.02). All Respondents/Proposers and all tiers of subcontractors who will work on this Project shall register with the Dept. of Industrial Relations (DIR) to bid and work on public works projects, and maintain current this registration per Labor Code section 1725.5. *This project timeline has been extended due to the public health crisis.
