This project consists of approximately 13,000 linear feet (LF) of proposed 48- to 54-inch diameter sanitary sewer pipeline to relieve the existing 24-inch interceptor. Improvements also include a major highway crossing at IH-35W and the elimination of existing aerial crossings by lowering the profile of the system. The project scope includes, but is not limited to, the following major work items: 3,360 linear feet (LF) of 54-inch diameter gravity wastewater interceptor by open-cut or other than open-cut; 9,770 LF of 48-inch diameter wastewater interceptor, consisting of 8,810 LF by open-cut, and 960 LF of carrier pipe to be encased by 72-inch tunnel with tunnel liner plate; 1,400 LF of 15-inch slip line in existing 24-inch diameter gravity interceptor; Access improvements to 2,600 square yards of concrete road and 4,100 square yards of flexible base road; Removal of three existing 24-inch aerial crossings; and Abandonment of 10,840 LF of 27- to 24-inch gravity interceptor. Bid Proposals shall be accompanied by either a Bid Bond or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price, payable without recourse to the Trinity River Authority of Texas as a guarantee that the Bidder will, within 10 days after notice of award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100% of the Contract Price, from a surety licensed to conduct business in Texas and named in the current "List of Certified Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Casualty." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond. The CONTRACTOR shall substantially complete the work items of the Project within 640 calendar days of receipt of written Notice to Proceed and shall complete all aspects of the work within 670 calendar days of receipt of written Notice to Proceed. The Authority reserves the right to reject any or all bids and to waive any immaterial formalities on inconsistencies in its sole judgment. Award shall be made to the lowest responsive, responsible Bidder; however, the Authority reserves the right, after evaluation of all bids received, to make no recommendation to its Board of Directors regarding the award of any bid in the event non-responsive, non-conforming, or otherwise unacceptable bids are received, or if budgetary constraints or other unanticipated factors exist. No bid may be withdrawn until the expiration of 60 days from the date bids are opened.
