Site work and renovation of a water / sewer project in Stevenson, Washington. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

** This project has been awarded Stellar J Corporation in an amount of $10,342,431. ** This work is for construction of upgrades to the City's existing wastewater treatment plant. Major elements of the work include construction and/or installation of the following: new headworks, concrete anoxic and aeration basins, pump station, blower building, ultraviolet disinfection system, laboratory-operations building remodel, standby generator, earthwork, pavement, utilities, and associated piping, equipment, electrical, and instrumentation upgrades. The work is to be completed by September 2023. The City has executed multiple equipment procurement contracts. The materials and equipment to be provided through the procurement contract are to be furnished and delivered to the Site for installation by the Contractor. Bid Proposals: Bid Proposals shall be received for a single prime Contract. Bid Proposals must be submitted on the forms provided in the Contract Documents. Bid security shall be furnished in accordance with the Instructions to Bidders. If bidding electronically the Bid Bonds must be submitted via hard copy to the City Office at Stevenson City Hall prior to the Bid submittal deadline. Per the following instructions: A. A Bid Bond for this project shall be submitted in a sealed envelope, either in person or mailed to the Stevenson City Hall, 7121 E. Loop Road, Stevenson, WA 98648. Bonds will be accepted until March 28, 2022. The sealed envelope must reference the project. B. If the Bidder is dropping off their Bid Bond in person, they shall drop off their bid at Stevenson City Hall, 7121 E. Loop Road, Stevenson, WA 98648. C. The City will open the Bid Bond alongside Bids at the time of bid opening. Rejection of Bids: The City shall have the right to reject any or all bids not accompanied by bid security, or data required by the bidding documents, a bid in any way incomplete or irregular, or if the bid amount exceeds the amount of funds available for the project. Funding: It is anticipated that this project will be funded in part by the Washington State Department of Ecology's Centennial Clean Water Fund and State Revolving Fund (SRF). Neither the Federal Government, State of Washington, nor any of their departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. Special Requirements: The District is an Equal Opportunity and Affirmative Action Employer. Small, Minority- and Women-owned businesses are encouraged to submit bids. All work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
