Interested parties are encouraged to visit: https://www.henselphelps.com/trade-partners/ Original solicitation: This Request For Proposal is for the services of a highly qualified Design-Build (DB) contractor to successfully complete Phase 2B of the Modernization and Expansion of the Calexico West Land Port of Entry. The Design-Build Scope of Work includes all labor and materials required to provide Architectural, Engineering, Construction, and other related services necessary to successfully complete the project in compliance with all applicable codes. Given the size, complexity, uniqueness, and overall importance nationally and locally, the DB contractor must have the capability and experience to meet all of the GSA's contract requirements. Note: In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA's Inflation Reduction Act Low Embodied Carbon Material Requirements (attached) may submit an Expression of Interest to the contact below no later than February 15, 2024. Expressions of Interest should indicate materials available and global warming potential values reflected in materials' environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm's contact information and offerings for use by potential offerors on the construction requirement. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA. By participating in the competition, offerors consent to GSA sharing their suppliers' names and the global warming potential values associated with suppliers' materials with the successful offeror. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared, in accordance with the Procurement Integrity Act. Project Description The Calexico West Land Port of Entry (LPOE) is one of the busiest crossings on the southern border. The space required for modern inspection technologies is insufficient and the ability of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) to accomplish its rapidly changing mission is seriously compromised by the existing facilities. When completed, the project will provide proper operational space for port operations, with reduced traffic congestion and a safe environment for port Customs and Border Protection (CBP) staff and the general public. The overall project involves the demolition of the current Pedestrian and Northbound POV inspection facility and the construction of a new Pedestrian Processing Facility. The downtown Calexico port is the principal gateway between California's Imperial Valley and the Mexican State of Baja California. On an average day, over 16,000 privately operated vehicles and 12,500 pedestrians enter the United States through this port. The existing facilities are undersized for today's traffic loads and obsolete in terms of inspection, CBP officer safety and border security. Currently, pedestrian inspection delays cause significant impact to the Imperial Valley economy. The LPOE's existing structures is being replaced by three (3) buildings totaling 106,605 GSF. The project is being implemented in three (3) phases. Phase 1 Construction, completed in 2018, provided a Head House, ten (10) of the project's sixteen planned (16) northbound POV inspection lanes; including Primary and Secondary inspection canopies; southbound POV inspection lanes with temporary asphalt paving; and a bridge across the New River for southbound POV traffic. Phase 2A is scheduled to be completed at the beginning of 2024 which includes selective demolition and modification of existing areas to allow the construction of Phase 2A; a new Administration building; Permanent southbound Privately-Owned Vehicle (POV) non-commercial inspection lanes, inspection islands, booths, canopies and permanent concrete paving; A preprimary inspection canopy for the northbound POV lanes heading into the United States; New POV northbound inspection lanes including, inspection islands, booths, canopies and concrete paving, and expanding the secondary POV inspection area; A new employee parking lot adjacent to southbound inspection that includes an underground pedestrian tunnel from the parking lot under the southbound lanes; and extension of utilities for future Pedestrian building project. The third phase and subject of this solicitation notice is Phase 2B which includes: Temporary Pedestrian Processing with a secure pathway to and from the current pedestrian border crossing into Mexico. Pedestrian Processing Facility replacement to include an and a vehicular crossing over United Pacific Railroad (UPRR) tracks. Options 1 through 14 Video Surveillance System Access Control and Alarm System Communications and IT system Public Address System Border Wall Photovoltaic (PV) System West Parking Shade Structures Northbound Exit Improvements Skybridge Furniture, Fixtures & Equipment Pedestrian Port Runner Suppression System Digital Signage Calexico Land Port of Entry Campus PV Tunnel and Basement Connection CONTRACT TYPE: The contract type will be Firm-Fixed Price Design -Build contract. PRICE: The Calexico Phase 2B construction project including base and all options is estimated to be between $120,000,000.00 and $200,000,000.00, subject to available of funds.
