Only Prequalified General Contractors, shown in the list below, will be allowed to bid on this project. If a Prequalified General Contractor is performing only one of the main components of the project (Pump Station or Sanitary Sewer Pipelines), the Prequalified General Contractor must name a Prequalified General Contractor, shown in the list below, to perform the other component. Subcontractors are not required to be prequalified. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. Installation of approximately 2,200 LF of 42-inch fiberglass reinforced pipe (FRP) sanitary sewer gravity pipe, approximately 80 LF of 96-inch FRP sanitary sewer gravity pipe, approximately 1,000 LF of parallel (2,000 LF total length) of 72-inch FRP sanitary sewer gravity pipe, approximately 800 LF of parallel (1,650 LF total length) of 48-inch FRP or PVC sanitary sewer force main pipe and approximately 1,520 LF of parallel (3,040 LF total length) of 90-inch FRP sanitary sewer gravity pipe with a connection to the Neuse River Resource Recovery Facility. Installation of two sets of new precast polymer concrete junction boxes along with new precast portland cement concrete manholes and precast polymer concrete manholes. An open cut crossing of the Neuse River for the parallel 72-inch sanitary sewer gravity pipes. Construction of a 102 MGD sewage lift station with all associated mechanical, medium & low voltage electrical, instrumentation, HVAC, structural, architectural and site work along with a new access road. This station includes dual self-cleaning, OGEE style wet wells, approximately 55 feet deep with Vertical Turbine Solids Handling Pumps. The station will house three (3) screening channels & washer/compactors, belt conveyor,room for screenings disposal, electrical room and odor control facilities. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders. Pursuant to General Statutes of North Carolina Sections 143-128.2 et seq. and 143-131, and to City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the Citys contracting and procurement programs to include: Professional Services, Goods and Other Services, and Construction. The prime contractor will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved. The Citys goal is to contract or sub-contract fifteen percent (15%) of the total contract amount to certified MWBEs on construction projects of $300,000 or more, or contracts of $100,000 or more that includes any State funding.
