The owner has selected a Design Builder. The Design-Build Firm shall improve the existing conditions on CR 210 from Greenbriar Road (East of Old CR 210) to West of Cimarrone Boulevard. The Design/Build team shall provide services for the design, permitting and construction of CR 210 from Greenbriar Road (East of Old CR 210) to West of Cimarrone Boulevard, approximately 2.3 miles, within existing County Right of Way. The limits shall be expanded as necessary for transitions to existing pavement and sidewalks without any additional property acquisition. All roadway, drainage and intersection design and construction shall meet all current County Standards. Drainage shall be designed and constructed to accommodate the future development of CR 210 to six lanes. The roadway shall be constructed as a 4-lane Major Urban Collector with swale section to the outside, curb & gutter for the center median and a profile grade that will accommodate 6 lanes of traffic and pedestrian access. All sections shall have 12' travel lanes, 5' paved shoulders, and 5' sidewalks on both sides. Ponds shall be designed, permitted and constructed to accommodate the 6-lane future widening. All pond structures shall be sized and located to allow for pond expansion to accommodate the future 6-lane facility. The contractor has the option to permit and construct the pond to accommodate the future 6-lane but shall not export any material unless it is unsuitable for on-site usage. All ponds suitable materials shall be used for the sole purpose of constructing this project. The intent of this RFQ is to solicit Qualifications from Design-Build Firms, as defined in Section 287.055, Florida Statutes. The County will evaluate and shortlist the responding firms for the purposes of evaluating Technical and Cost Proposals to determine the highest ranked firm to present to the St. Johns County Board of County Commissioners for award. The awarded Design-Build Firm will be responsible for completing the design, permitting, and construction of improvements on CR 210 from Greenbriar Road (East of Old CR 210) to West of Cimarrone Boulevard, approximately 2.3 miles, within existing County Right of Way. All roadway, drainage and intersection design and construction shall meet all current County Standards. Drainage shall be designed and constructed to accommodate the future development of CR 210 to six (6) lanes. The roadway shall be constructed as a four (4) lane Major Urban Collector with swale section to the outside, curb & gutter for the center median and a profile grade that will accommodate six (6) lanes of traffic and pedestrian access. All sections shall have twelve foot (12') travel lanes, five foot (5') paved shoulders, and five foot (5') sidewalks on both sides. All work shall be completed ensuring proper execution and compliance with any and all Federal, State, and Local rules, regulations. Intersection improvements at Shearwater Drive shall include sizing and placement of mast arm foundations and arms to accommodate the future 6-lane facility. Intersection improvements shall be designed and constructed to meet all County Standards, with vehicle detection and tied into the current ITS system. The existing ITS system stops outside the current construction limits, however the fiber shall extend outside the project construction limits to connect to the existing St. Johns County ITS and communication system. Signal equipment list shall be provided by the County and a fiber connection shall be installed between the Greenbriar Road intersection, Shearwater signal and Cimarrone Boulevard intersection. Design/Build Firm shall construct all bridges to accommodate six lanes of traffic, bike lane and sidewalk. Bridge design shall also coordinate with St Johns County Utilities to accommodate structural loads by proposed utilities. Design/Build Firm shall coordinate roadway alignment, profile, and striping with the developer's reconstruction of the Greenbriar Developments.
