Plans may result in construction of a new student residences through a P3 Strategy. The University has a need for a new residence structure or structures to replace all or a portion of the current residence infrastructure, with the capacity to house between 500 and 600 undergraduate students, including first-year and upper-year undergraduates, on land owned by the University, or within close proximity to the Augustana campus. The University's requirement is that the proposed residence(s) are fully furnished, and contain community, amenity and study space characteristic of modern student resident facilities, including facilities appropriate for the provision of a mandatory meal plan for all student residents and, potentially, optional meal plan services for non-resident students. There is an opportunity for proponents to include space within the facilities that could be utilized not only by student residents, but by the entire Augustana Campus community, including, potentially, fitness facilities and commercial opportunities appropriate to a campus setting. TIMELINE: A Request for Information (RFI) was issued by the owner in early 2020, seeking information on the viability of such a project through a P3 strategy. Respondents were invited to submit information for the provision of providing solutions involving a range of risk transfer, up to and including design, construction, financing, ownership, maintenance, occupancy and operations. Project is currently not included in the owner's 2021-2024 capital plans. It's unknown whether the project will proceed in the near future.
