Demolition, site work, renovation and addition to a mixed-use development in Annandale, Virginia. Completed plans call for the addition of a 17,500-square-foot, one-story above grade fire / police facility; for the renovation of a 37,000-square-foot, two-story above grade fire / police facility; for the demolition of a fire / police facility; for site work for a fire / police facility; and fire / police facility.
Sealed bids are hereby solicited for construction of Fairfax Police Tactical OperationsOperations Support Bureau (OSB) at 3911 Woodburn, Annandale, VA 22003. Only firms that have been pre-qualified will be eligible to pick up bidding documents and/or submit bids for this project. The OSB facility is used by the Fairfax County Police Department (FCPD) as a tactical operations center. On-site OSB staff service Fairfax County Police operations during emergency situations 24 hours a day, seven days a week. This facility is currently in continuous use. The site includes an adjoining Communications Center used by the Department of Public Safety Communications (DPSC). The existing 35,712 square foot, two-story OSB building was built in the 1960s and was last renovated in 1985. The subject project requires occupied phased construction including demolition of the existing OSB building (Communications Center Structure to remain) and sitework. The DPSC Communications Backup Center will remain fully operational, every day, around the clock, during execution of this project. The proposed OSB building includes two stories and approximately 37,000 square feet (SF) of interior space with a building height of approximately 35-feet. The exterior of the OSB building will be comprised of glass, brick, and metal panels. The new OSB building addition will wrap around the west and south side of the existing-to-remain communications building. Three detached, prefabricated, one-story metal structures, comprising a total area of approximately 17,500 SF, will be constructed for motorcycle storage, special emergency operations vehicle storage, vehicle maintenance, and evidence examination. The work also includes building two structural steel parking canopies with a total area of 3,120 SF. The existing parking lot and entrances will be reconfigured to accommodate the proposed garage structures and vehicle bays. Sitework includes a secure fenced area containing 125 parking spaces, a public parking lot with 100 parking stalls for use by the adjacent public park, bioretention stormwater treatment features, and reworking the utility infrastructure. This multiphase construction will require frequent and detailed coordination with the Owner to meet the requirement of maintaining full-time (24/7) DPSC and OSB operations. The proposed OSB building will include sustainability features to meet LEED V3 Gold certification, a NetZero energy target, high-efficiency HVAC systems and controls, LED lighting and controls, enhanced commissioning, a high-performance building envelope, and infrastructure for future installation of roof mounted solar photovoltaic (PV) system components. This is a lump sum Contract. The Contract Time duration is 1034 calendar days. All bidders shall comply with Article A-21, Fairfax County Construction Safety Resolution. Bidders request for determination of eligibility to bid must be received by the County no later than fourteen (14) days before bids are due in accordance to Article A-18.E of Section A, information For Bidders. Only pre-qualified General Contractors shall be given Bidding Documents via CDs. All questions concerning the project shall be submitted in writing to the Director, Building Design and Construction Division, Department of Public Works and Environmental Services, 12000 Government Center Parkway, Suite 449, Fairfax, VA 22035-0052, Fax Number 703-324-4365, e-mail address building@fairfaxcounty.gov, and to be given consideration must be received at least seven (7) days prior to the date fixed for the opening of the bids. Requests for information (RFI's) shall be submitted using the bid-RFI template to be given consideration for a response. The subject template will be included in the bid documents as a standalone native file format. This office is the only point where information will be disseminated. Bid Security must accompany each proposal in accordance with Information for Bidders. No bid may be withdrawn for a period of Ninety (60) days after the opening thereof. The procedure specified under Section 2.2-4330(A) (i), VA Code Ann. shall apply: he bidder shall give notice in writing of his claim of right to withdraw his bid within two (2) business days after the conclusion of the bid opening procedure; The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and all bids, to waive informalities and irregularities in bidding, and to accept bids which are considered to be in the best interest of the County.
