Site work for a water / sewer project in Fargo, North Dakota. Completed plans call for site work for a water / sewer project.
The project scope includes, a system of excavated channels, a channel inlet control structure, tieback levee/dam embankments, river control structures on the Red and Wild Rice Rivers, an upstream floodwater staging area, aqueducts and inlet structures on tributaries, levees and floodwalls in the Fargo-Moorhead Metropolitan Area and the upstream staging area, community ring levees, recreational features such as multipurpose trails and pedestrian bridges and environmental mitigation projects located inside and outside the project area. The project is located along the Red River on the borders of Minnesota and North Dakota. As of January 17, 2023, several components of the project are under construction or completed. Several of the Southern Embankment components are currently in design and are expected to be awarded in 2024 or 2025: SE-1B: Final design signoff pending. Contract award: February 2024 SE-2B: 95% review starts mid-Jan 2023. Contract award: April 2024 SE-3: 35% review starts mid-Jan 2023. Contract award: January 2025 The original RFQ information is included below for reference: The Flood Diversion Authority invites Statements of Qualifications ("SOQ") to design, build, finance, operate and maintain the Diversion Channel and Associated Infrastructure Work Package of the Fargo-Moorhead Metropolitan Area Flood Risk Management Project. The Authority intends to enter into a Project Agreement with the Developer that will set forth, among other things, the obligations of the Authority and the Developer with respect to the design, construction, financing, operation and maintenance of the Project. The term of the Project Agreement is anticipated to allow for an operation and maintenance period of approximately 30 years. The proposed term and form of the Project Agreement will be included in the RFP. The major elements to be designed and constructed as part of the Project include the following: (a) Diversion Channel (approximately 30 miles), including a low flow channel, with a design capacity of 20,000 cubic feet per second ("cfs") for the 1% annual chance exceedance (i.e., 100-year) flood event at the Diversion Channel inlet and a maximum hydraulic capacity of 60,000 cfs for the Inflow Design Flood ("IDF") at the Diversion Channel outlet; (b) IDF Line of Protection; (c) Diversion Channel outlet; (d) Rush River inlet; (e) Lower Rush River inlet; (f) Maple River aqueduct; (g) Sheyenne River aqueduct; (h) six drain inlets; (i) 10 to 12 county bridges or crossings; (j) two pairs of interstate bridges; and (k) three or four railroad bridges. In addition to the major elements specified above, the Project may require the design and construction of associated recreational features (e.g., trails, picnic areas and restrooms) and environmental mitigation as required by the Technical Requirements and applicable requirements of the FEIS, Minnesota FEIS, Chief of Engineers Report and Supplemental Environmental Assessment.
