Site work, paving, outdoor lighting and new construction of a mixed-use development in Concord, New Hampshire. Conceptual plans call for the construction of a playground / park / athletic field; for site work for a road / highway; for paving for a sidewalk / parking lot; and for outdoor lighting for a playground / park / athletic field.
In 2009, staff coordinated a review of the previous master plan and presented options to the Recreation and Parks Advisory Committee (RPAC). The park plan recognized the need for expanded athletic field capacity at this location. As such, the 2009 plan called for the design and construction of a premiere synthetic turf multi-purpose athletic field and associated infrastructure including grandstands, locker rooms, concessions, a storage building, lighting, as well as parking lots. In FY 2017 the consulting firm VHB was engaged to undertake preliminary design of proposed improvements, as well as update cost estimates for the project. As of January 2019, final plans and all development permits and approvals have been secured for the project. Provide additional appropriate recreation facilities at previously under-utilized park. Terrill Park is a great location for a "gateway park" as it is underused riverfront park. Phase 1 ($2,200,000): Construct multi-purpose playing field, lighting, fencing, parking lot improvements, and maintenance/storage building, as well as expanded dog park per 2018 concept plan prepared by VHB and approved by City Council. Phase 2 ($700,000): Construct combination bathroom/concession building, playground, site walkways, and pedestrian lighting, as well as river walk improvements per 2018 concept plan prepared by VHB and approved by City Council. Phase 3 ($400,000): Construct pavilion per 2018 concept plan prepared by VHB and approved by City Council. This project is currently in the FY 2023-2032 CIP. Per the owner, as of May 1, 2024, no funding is available for this project and nothing is scheduled yet. The owner states that construction is most likely a couple of years out. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
