The project scope includes, but is not limited to, the following major work items: 1,500 linear feet (LF) of gravity wastewater line (48-inch, and less, in diameter) 185 LF of 60-inch gravity wastewater line by open cut 7,000 LF of 72-inch gravity wastewater line by open cut 1,100 LF of 72-inch gravity wastewater line by other than open cut 35 manholes Two polymer concrete jnction structures One 460 LF 3-barrel siphon system Five aerial crossings to be removed Proposals shall be accompanied by either a Bid Bond or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price, payable without recourse to the Trinity River Authority of Texas as a guarantee that the bidder will, within 10 days after notice of award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100% of the Contract Price, from a surety licensed to conduct business in Texas and named in the current list of "Surety Companies Acceptable on Federal Bonds" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Casualty." Each Bond shallbe accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond. Award shall be made to the lowest responsive, responsible bidder; however, the Authority reserves the right, after evaluation of all bids received, to make no recommendation to its Board of Directors regarding the award of any bid in the event non-responsive, non-conforming, or otherwise unacceptable bids are received, or if budgetary constraints or other unanticipated factors exist. No bid may be withdrawn until the expiration of 60 days from the date bids are opened.
