As of February 2019, this project has not begun construction, however it is expected to begin in June of 2019. There is an awarded bidder. The previous solicitation has been included below for reference: The City of Raleigh, North Carolina is requesting Statements of Qualifications for Construction Management “at Risk” Services for the Neuse River Resource Recovery Facility (NRRRF) Bioenergy Recovery Program (BERP). This project includes pre-construction and construction services for the NRRRF BERP and other related work. The primary use of this facility will be for processing Class A biosolids from the City of Raleigh’s service area for land application and to beneficially utilize byproduct methane gas generated by anaerobic digestion. Some provision for the collection of a small percentage of imported biosolids from surrounding communities and fats, oils, and grease from third-party haulers is also planned. The City of Raleigh seeks a “Construction Management at Risk” firm with expertise constructing biosolids processing facilities requiring significant improvements to an active, large-scale (in excess of 15 MGD) advanced wastewater treatment facility. Demonstration of specialized experience in the following is desirable: - Proven capability and performance in pre-construction, procurement, construction, quality assurance and control, and commissioning services for all aspects of a fully-functional major advanced wastewater treatment facility.
- Experience in directing and managing a multi-disciplinary team approach to projects of this type.
- Experience and knowledge of treatment processes to achieve Class A biosolids as defined in 40 CFR part 503. Total Estimated Construction Budget: $95,000,000 - $105,000,000 • Anticipated completion of design: January 2018
