On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Description: This TMDL project covers 7 SWM BMP Retrofits sites to treat existing un-treated SHA-owned impervious area to meet the TMDL goals of SHA within the Maryland State Highway Administration District 7. The project will include implementation of traffic control plan, re-grade existing facilities to convert existing dry and wet ponds to larger wet ponds with new or modified riser structure, forebays, and access roads, vegetative stabilization and landscaping of the re-graded areas with the limit of disturbance (LOD) as specified on the Contract Documents or as directed by the Engineer, erosion and sediment control, and traffic barrier removal and replacements. The project will also include re-grading of existing ditches to 3 proposed grass swales. Pre Bid Conference: A Pre Bid Conference will not be held for this project. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid.
