Contractor Awarded DUNS: 605037340 Solicitation No- 60440476 The United States Property and Fiscal Office for Colorado located in Aurora, Colorado is issuing an Invitation for Bid (IFB) to award a single firm fixed-price (FFP) construction contract for non-personal services, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to complete the construction of a new Aircraft Support Equipment (ASE) Maintenance and Storage Facility for the 140th Wing in Aurora, Colorado. The scope of the project is to construct the ASE Maintenance and Storage Facility located at Buckley AFB, CO. Project square footage is estimated at 1,161 SM. Project scope includes but is not limited to, new construction of an ASE Maintenance and Storage Facility utilizing conventional construction methods to accommodate the mission of the facility. Facilities will be permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable Department of Defense, Air Force, and base standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with Department of Defense antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements include reinforced concrete caissons or grade beam foundations, floor slab on grade, erosion control, drainage and landscape. Interior crane hoist rail, indoors wash rack, tool crib, bench stock storage, covered storage, and Administrative space. OPTIONS: In addition to a base price for the work described above the solicitation includes Government Options for the project CRWU06-9125. There will be a total of 11 options. Options are as follows: A. Option 1 - Demolition of Building 1606. B. Option 2 - Landscaping, excluding Seed. C. Option 3 - Remove Pavement and Replace with Seed. D. Option 4 - Exhaust in Maintenance Bay (One Mule Fan). E. Option 5 - Tubular skylights (Seven skylights). F. Option 6 - New Telecomm Service Conduit, 96 strand single mode fiber optic cable and 50-pair copper cable G. Option 7 - Cranes (rail is part of the base bid, hoist equipment is the option). H. Option 8 - Electrical Emergency Backup for Building. I. Option 9 - Second set of overhead doors for drive through at Maintenance Bay J. Option 10 - Bollards (Bollards are part of base bid except those at northwest corner). K. Option 11 - Clerestory windows (Five clerestory windows at office and clerestory windows at Jack Tester.) This project requires the use of brand name specific products. Justifications for the following brand name products are attached to this solicitation and includes: Best Lock Core, Delta Controls, Fire Alarm AES, Leviton UTP Connector assemblies, Corning Fiber Optic Connectors, Posi Max PDP and Transfer Switch, and Vindicator Access Control System. Construction magnitude of the project is between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204. Construction/contract completion time is anticipated to take up to 270-335 calendar days after notice to proceed to include inspection and punch list. Actual PoP is dependent upon which of the aforementioned options will be exercised. Each project will have their own independent schedule within a master schedule; Scheduling of this project will be one of the most critical components of this solicitation. This IFB is for one (1) FFP construction contract. The North American Industry Classification System (NAICS) code for this work is 236220 - Commercial and Institutional Building Construction. This action is being procured on a TOTAL SMALL BUSINESS SET ASIDE basis. The small business size standard is $36.5 million. Limitations on Subcontracting: Your attention is directed to FAR clause 52.219-14 (b)(3) Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. Construction is anticipated to be initiated in the summer of 2019. Interested offerors must be registered in the System for Award Management (SAM). You will need your DUNS number register. Instructions for registering are on the web page (there is no fee for registration). Please note that due to recent fraudulent activity, the process for fully activating a registration at SAM has changed, and now requires the submission of a notarized letter to GSA. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps). Fed BizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offers must reister with FedBizOpps before accessing the system. Plans and Specifications will be available as a "secure package". Interested vendors MUST have Export Controlled Authorization AND an MPIN in order to review the plans and specifications. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
