As of November 20, 2020, a design-build team has been selected. *The previous solicitation is listed below for reference. --- Loudoun County Will Be Accepting Sealed Competitive Bids/ Proposals/qualifications for: Northstar Boulevard: Route 50 to 0.18 Miles South of Shreveport Drive. This is a Design-Build project. The County of Loudoun, Virginia (County or Loudoun County) submits this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from those entities (Offerors) interested in contracting to serve as the Design-Builder for the Northstar Boulevard from Route 50 to 0.18 miles South of Shreveport Drive Project (Project). The purpose of this RFQ is to solicit information that will enable Loudoun County to determine which Offerors: (a) are best qualified to successfully execute the design and construction of the Project; and (b) will be invited to submit proposals in response to Loudoun Countys Request for Proposals (RFP). The Project is located in the Arcola section of Loudoun County and will extend Northstar Boulevard approximately 1.4 miles from Route 50 to approximately 0.18 miles South of Shreveport Drive, connecting to a portion of Northstar Boulevard which is currently under construction by a private developer. Northstar Boulevard will be constructed as a 4-lane divided roadway with provisions for future widening to 6-lanes in the median. At the northern end of the project, a new bridge will carry Northstar Boulevard over Broad Run, and Evergreen Mills Road will be realigned to the south to intersect with Northstar Boulevard. The general scope of the Project includes but is not limited to: design and construction of Northstar Boulevard as a 4-lane divided roadway; shared-use path facilities on both sides of Northstar Boulevard; a new bridge over Broad Run; realignment of Evergreen Mills Road immediately east of Northstar Boulevard; realignment, widening, and reconstruction of Racefield Lane between Northstar Boulevard and Dulles West Boulevard; reconstruction of Youngwood Lane to become the initial phase of Dulles West Boulevard; stormwater management facilities and drainage structures; and traffic signal modifications. Offerors SOQs will be rated and scored by a Loudoun County Evaluation Team based upon the evaluation criteria established in this RFQ.Offerors SOQs must meet all requirements established by this RFQ. Requirements of this RFQ generally will use the words shall, will, or must (or equivalent terms) to identify a required item that must be submitted with an Offerors SOQ. Failure to meet an RFQ requirement may render an Offerors SOQ non-responsive. Loudoun Countys current estimated contract value for this Project is approximately $63 million. A single 100% performance bond and a single 100% payment bond shall be provided regardless of any co-surety relationship.
