Site work, paving and new construction of a mixed-use development in Hartford, Vermont. Completed plans call for the construction of a municipal facility; for site work for a municipal facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
As of October 15, 2024, this project is under construction. Completion expected November 2025. *The closed solicitation has been included below for reference: Question Deadline 12/22/2023 at 4:30 PM ET The project consists of these major components: HVAC replacement, life safety systems upgrades, interior renovations, an addition to the building, replacement of the roof, parking lot modifications and reconstruction, and stabilizing the riverbank behind the building. The HVAC system is out of date and has reached its end of life. Replace the HVAC system per the construction documents and incorporate new DDC controls with CO2 demand ventilation. The fire alarm system is out of date and replacement parts are difficult to find. Upgrade the entire fire alarm system. Renovate some of the interior spaces per the construction documents for additional space to meet the clients programmatic requirements. Construct an addition per the construction documents that provides additional office space to meet the clients programmatic requirements. The roof has also reached its end of life and needs replacement. Construct a new roof per the construction documents. The parking lot has drainage issues, some sidewalks are shifting creating a hazard, and new electric vehicle charging stations will need to be installed. Reconstruct the parking lot per the construction documents to address these issues. The Connecticut River abuts the rear of the courthouse. The riverbank has is eroding and is affecting the rear drive, sewer line and manhole, electrical cabinets and a storage shed. The project will include stabilizing the riverbank to prevent further erosion. The estimated construction cost estimate for the CM, which includes all pre-construction and construction services, costs and fees, General Conditions, Cost of Work, and project contingencies, is $8,000,000.00. The State reserves the right to perform work related to the Project with its own forces, and to award separate contracts in connection with other portions of the Project or other work on the site under these or similar Conditions of the Contract Unless otherwise provided in the Contract Documents, the Contractor shall secure and pay for all permits and governmental fees, licenses and inspections necessary for the proper execution and completion of the Work which are customarily secured after execution of the Contract and which are legally required at the time the bids are received This project is being funded using both federal funds and Vermont Capital Construction Act funds. Contractor shall comply with the Davis-Bacon Act. In addition to the various requirements of the Davis-Bacon Act, wages shall be paid using no less than the higher of either the federal (Davis-Bacon Act) or Vermont's prevailing wage rates. Bid Bond in the amount of 5% of bid - No checks will be accepted. GuarantyBond in the amount of 100% of the contract price. Performance Bond in the amount of 100% of the contract price. Payment Bond - Labor & Materials - 100% of the contract price. It is the policy of the State of Vermont that M/WBE's shall have the maximum opportunity to participate in the performance of contracts financed with state funds. All Bidders are encouraged to contact M/WBE's in an effort to recruit them to submit proposals for the work or portions thereof. The contractor shall not discriminate on the basis of race, color, national origin or sexual orientation in the award and performance of subcontracts. The Department of Buildings and General Services shall, in accordance with Executive Order #15-91, and for publicly funded capital construction projects exceeding $50,000.00, comply with the following provisions and requirements. Upon receipt of letter of intent to award contract, the successful bidder shall submit an M/WBE Reporting Form along with certificates of insurance and other pre-contract information. The form includes space to report the name, address and phone number of the M/WBE's contacted, the trade, if their price was included in the bid proposal, and if not, the reason for rejection of their bid. The contract will not be executed until the M/WBE Form is received. Failure to contact M/WBE's on or when projects require sub-contract work may constitute non-compliance and may result in forfeiture of future bidding privileges until resolved. Through this Request for Proposal (RFP) the Department of Buildings and General Services (hereinafter the "State") is seeking to establish a contract with a Construction Management firm to provide Construction Management services (hereinafter the "CM") for the Windsor District Court Renovation Project. The purpose of this project is to renovate the Windsor District Court located in White River Junction, Vermont. This renovation will upgrade the HVAC system, life safety systems, renovate the interior for additional office space and to meet today's current energy code, construct two small additions to the building, replace the roof, replace the parking lot, and stabilize the riverbank All communications concerning this RFP are to be addressed in writing to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other individual from the State concerning this RFP is strictly prohibited and may result in disqualification. Any comments, questions, or exceptions not raised in writing on or before the last day of the question period are waived. At the close of the question period, a copy of all questions or comments and the State's responses will be posted on the State's web site http://www.bgs.state.vt.us/pca/bids/bids.php. Every effort will be made to post this information as soon as possible after the question period ends, contingent on the number and complexity of the questions.
