Renovation of a municipal facility in Seneca Falls, New York. Completed plans call for the renovation of a municipal facility.

Bids are requested for the following contracts in accordance with Drawings, Project Manuals, and other Bidding and Contract Documents prepared by John Snyder Architects, PLLC Contract 1 - General Construction (GC) IMPORTANT NOTE: Each bidder shall submit with its bid a separate sealed list that names each subcontractor that the bidder will use to perform work on the contract, and the agreed-upon amount to be paid to each, for: (a) plumbing and gas fitting, (b) steam heating, hot water heating, ventilating and air conditioning apparatus and (c) electric wiring and standard illuminating fixtures. After the low bid is announced, the sealed list of subcontractors submitted with such low bid shall be opened and the names of such subcontractors shall be announced, and thereafter any change of subcontractor or agreed-upon amount to be paid to each shall require the approval of the public owner, upon a showing presented to the public owner of legitimate construction need for such change, which shall be open to public inspection. Legitimate construction need shall include, but not be limited to, a change in project specifications, a change in construction material costs, a change to subcontractor status as determined pursuant to paragraph (e) of subdivision two of section two hundred twenty-two of the labor law, or the subcontractor has become otherwise unwilling, unable or unavailable to perform the subcontract. The sealed lists of subcontractors submitted by all other bidders shall be returned to them unopened after the contract award. Section two hundred twenty- two of the labor law provides in relevant part: The Owner of the Project shall consider the financial and organizational capacity of contractors and subcontractors in relation to the magnitude of work they may perform, the record of performance of contractors and subcontractors on previous work, the record of contractors and subcontractors in complying with existing labor standards and maintaining harmonious labor relations, and the commitment of contractors to work with minority and women-owned business enterprises pursuant to article fifteen-A of the executive law through joint ventures of subcontractor relationships. The project consists of interior renovations to a wood framed building with plaster and gypsum board existing construction and the provision for new walls, handicap accessible bathroom, sinks, toilets floor finish including floor and wall tile and built-in cabinets and accessories. All existing work in this area of the building is scheduled to remain shall be patched, cleaned and painted. Work also includes Mechanical, Electrical and plumbing work with connections to existing utilities. Printed copies of the Plans and Specifications may be requested from Syracuse Blue Print Company, to be paid for by requesting contractor. Parties failing to conform to the above conditions within the prescribed allotted time shall forfeit their deposits as heretofore set forth and shall have no recourse against Seneca County for refunds of the Plans and Specifications deposit. Any BIDDER, upon returning the CONTRACT DOCUMENTS in good condition, within 30 days after receipt of bids will be refunded his deposit. Any NON-BIDDER may be refunded his deposit only upon returning plans and specifications PRIOR to the bid opening. Shipping and handling is not refundable. Copies of the above described Contract Documents may be examined at the following locations: Offices of John Snyder Architects, 700 Cascadilla Street - suite 203, Ithaca, NY 14850, Syracuse Blue Print Company, 825 E Genesee St, Syracuse, NY 13210. Seneca County reserves the right to waive any informality in or to reject any or all Bids. Attention of Bidders is particularly called to requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. No Bidders may withdrawal his Bid within sixty (60) days after the date set for the opening thereof.
