Each proposal shall be accompanied by a bid bond, cashier's or certified check or a credit union certified share draft, in a separate sealed envelope in an amount equal to Five percent (5%) of the total amount of the proposal. The certified or cashier's check shall be drawn on a bank in Iowa or a bank chartered under the laws of the United States or said certified share draft should be drawn on a credit union in Iowa or chartered under the laws of the United States; and such check or share draft shall be made payable to the Jackson County Auditor as security that if awarded a contract by resolution of the Jackson County Board of Supervisors, the bidder will enter into a contract at the prices bid and furnish the required Performance and Payment Bond and Certificate of Insurance. The certified or cashier's check or certified share draft may be cashed if the Contractor fails to enter into a contract, or fails to provide a certificate of insurance on the form provided in the specifications, within ten (10) days after the acceptance of the Contractor's proposal by resolution of the Jackson County Board of Supervisors. No successful bidder may withdraw a proposal within sixty (60) days after the date set for opening bids. Bids will be considered by the Board of Supervisors at 10:00 a.m. on the 21st day of December, 2021 at the Jackson County Courthouse Supervisor's Conference Room located at 201 West Platt Street, Maquoketa, Iowa 52060. The extent of the work on this project is the furnishing of all labor, equipment, and materials for the construction of improvements in Jackson County generally described as follows: The new Law Enforcement Center will be built on the County site located at 1700 E. Maple Street, Maquoketa, Iowa, and the building will be approximately 18,700 square feet to accommodate Sheriff's Administrative Offices, Emergency Operations, Jail and Support areas. The primary components of the building consist of precast panels, masonry block and metal studs. The building will accommodate a 32 bed jail with expansion capability of 18 beds within the existing facility which will be bid as alternates to the project. Bid Package I will consist of multiple prime contracts. Bidders may submit proposals on one or more individual prime contracts or multiple prime contracts on the combined bid form. Notwithstanding the foregoing sentence, if a bidder submits a proposal on multiple contracts on the combined form, the bidder must also submit a separate proposal for each contract included in the combined proposal to enable the County to award the contracts separately or together. Contracts will be awarded to the lowest responsive, responsible bidder(s) for each individual contract or combined contracts. Contract 1 General Construction Contract 2 Security Metal Doors, Frames, Hardware, Equipment & Security Electronics Contract 3 Plumbing Contract 4 HVAC Contract 5 Electrical / Security Electronics Conduit & Wiring Contract 6 Fire Sprinkler Work under the Contract for this Bid Package shall commence within seven (7) days of the written "Notice to Proceed" and shall be fully completed and ready for Owner occupancy pursuant to the Construction Schedule but in no event later than May, 2023. Each successful Bidder will be required to furnish Performance and Payment Bonds in the amounts equal to one hundred percent (100%) of the contract amount. The Jackson County Board of Supervisors reserves the right to defer acceptance of any proposal for a period not to exceed sixty (60) calendar days after the date bids are to be received. By virtue of statutory authority and to the extent required by state law, a preference will be given to products and provisions grown and coal produced within the State of Iowa. To the extent required by Iowa law, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the Proposal may result in the Proposal being deemed nonresponsive and rejected. The Jackson County Board of Supervisors reserves the right to reject any or all bids and to waive informalities and irregularities.
