Site work, paving and outdoor lighting for a mixed-use development in Plainview, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and for outdoor lighting for a road / highway.

A general contractor has been awarded. Per media sources, construction is expected to begin in May 2021. The original solicitation is included below: The proposed project would include the reconstruction of 24th Street from Columbia Street (U.S. Business I-27) to State Highway 194 (Dimmitt Highway). Drainage Improvements on Lexington Street, 23rd Street and Milwaukee Street. In addition, the project will include the addition of sidewalks for improved pedestrian and bicycle traffic, new street illumination and new traffic signals. The engineering services for this project include the identification and recommendation of the improvements for paving, utilities and drainage in the project area. The preliminary design phase shall include, but not be limited to, private and public agency coordination, public meeting, local business coordination, data collection, design development, and drainage analysis. The final design phase shall include, but not be limited to, development of design plans: 65%, 90%, monthly design progress meetings, action items, constructability review, private and public agency review and approval, final construction plans, development of bid documents, coordination of the project manual for public bid, pre-bid meeting, addendums and final bidding of the project for construction. The construction phase shall include, but not be limited to, preconstruction meeting action items, monthly construction progress meetings and action items, review and respond to submittals, requests for information, change orders, construction inspections, and record drawings submittal. Minimum Qualifications and Selection Criteria The City will evaluate the proposals to determine which firm has the best qualifications. The following criteria will be considered in evaluating the proposals and selecting a consultant : The firm's specific approach to the project. Although the City has identified a general nature of services required, the consultant is given broad leeway toward approach and methodology. 40% Capabilities and previous experience in comparable projects and the specialized experience and technical competence of the consultant. Please list the engineering team that will work on the project including the specific project manager. 30% Past record of performance on contracts with other municipalities, including such factors as quality of work, control of costs and ability to meet schedules. 20% Capacity of the consultant to perform the work in a timely manner. Provide a proposed project timeline 10% The City reserves the right to negotiate with any and all individuals, engineers or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards.
