The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct Belmont Ridge Road Widening. This is a VDOT Local Administered Project (LAP) that consists of the widening of Belmont Ridge Road from Truro Parish Drive to Croson Lane including approximately 1.5 miles of improvements (Project). The improvements will consist of widening the existing two-lane road to a four-lane divided roadway with a ten (10) foot shared use path on both sides of the road. The Project includes two northbound and two southbound lanes, associated turn lanes at the intersections of Croson Lane, Cochrans Lock Drive, Reservoir Ridge Place, Mount Hope Road, Waxpool Road, Black Angus Drive, Truro Parish Drive, and a 42 -foot-wide max grass median. The Project will also include but is not limited to Storm Sewer & Drainage 1 - Level 2 Retention Pond 8 - Level 1 Bioretention Basin 4 - Filterra Devices 2 - Detention Basins Quad a 0 x 4 Box Culvert Extension of Existing 9x4 Box Culvert Watermain Relocation 10 multi-use trails on both sides of Belmont Ridge Road Two Signal Modifications at Signalized Intersections (Croson Lane, Truro Parish Drive) Multi-Phased Traffic Management Plan Utility Coordination as required. In addition to bid bond, payment, and performance bonds required by the County of Loudoun and prior to the issuance of the Countys Notice to Proceed, the successful bidder will be required to obtain a VDOT LUP-A Permit, Grading Permit, a Trailer Permit, and post a bond with VDOT for the estimated value of the work that is to be constructed in the VDOT right of way. The successful bidder will be required to post any post-construction bond mandated by VDOT. The County reserves the right to reject all or any part of any bid, waive informalities, and award the contract to the lowest responsive and responsible bidder to best serve the interest of the County. Informality shall mean a minor defect or variation of a bid from the exact requirements of the Invitation to Bid which does not affect the price, quality, quantity, or delivery schedule for the goods, services or construction being procured.
