As of August 29, 2022 a civil engineer has been selected. *The closed solicitation has been included below for reference: The Town of Leesburg, Virginia (Town) is requesting sealed proposals from qualified engineering firms to provide engineering design services for development of an Interchange Access Report (IAR) for the Battlefield Parkway/Route 15 Bypass Interchange project. This first phase of the design work will include all activities needed to develop an Interchange Access Report and obtain approval from the Town of Leesburg, Virginia Department of Transportation (VDOT) and all other approving stakeholders. This project includes the design and construction of an interchange at Battlefield Parkway and Route 15 Bypass which will reduce congestion and vehicle delay, and will also provide safe access across Route 15 for pedestrians and bicyclists between residential areas, parks, schools, public facilities and commercial areas. This will be a multi-phase project where the Town of Leesburg plans to administer this phase of the work through completion and approval of the Interchange Access Report as if it was a Locally Administered Project, meeting milestones in accordance with the VDOT Project Development Process for compliance with the Scoping and Preliminary Design phases and resulting in Final Scope and Design Approval. The future phases of this project including final design, land acquisition and construction will likely be administered by VDOT once funding is obtained. The project schedule established will complete this phase of the work, including development and approval of the Interchange Access Report, by the summer of 2023.
