This project provides funding for the design and construction of a surface park and ride lot with a minimum of 250 parking spaces. This project is included in the city's 2023-2028 Capital Improvement Plan (CIP). As of December 16, 2022, An engineer has been selected. Bidding for contractor has not been established. Construction is set to start in FY 2023. Closed solicitation has been included below for reference: Consultants to provide site/civil design services and construction support services for the design of the Western Loudoun Park and Ride Lot located in Purcellville, Virginia. To complete this project, the following services are anticipated to be required: land and utility surveys, site rezoning, base mapping, geotechnical investigations, environmental investigations, site/civil design services, paving design, preparation and processing of construction plans, drainage/stormwater management design, completion of traffic studies/signal warrant analyses, traffic signal design plans, landscape design services, preparation of signage and striping plans, preparation of maintenance of traffic plans, public meeting support, and bidding and construction phase support services. The Project is federally funded using Congestion, Mitigation, and Air Quality funding for the design portion of the project and Smart Scale funds for the construction portion. Resultantly, the design of this project shall follow the policies and procedures set forth in the Virginia Department of Transportation's (VDOT) Locally Administered Projects (LAP) Manual; specifically federally funded projects. This project is a Virginia Department of Transportation (VDOT) approved and Locally Administered Project with certain VDOT guidelines for Disadvantaged Business Enterprises (DBE) requirements, Small, Women and Minority (SWaM) Businesses utilization and various records and forms. The Consultant shall perform all work in conjunction with Federal guidelines, including but not limited to the National Environmental Policy Act (NEPA). Work shall include all necessary environmental/cultural resource studies, holding public hearings, as well as obtaining all necessary clearances and approvals from both Federal and State agencies with regards to the NEPA process. It is anticipated that the level of NEPA documentation for this project will be a categorical exclusion. Additional information can be found below in Section 5.0, entitled Scope of Services. The method of contractor selection has not been determined at this time.
