Site work and paving for a civil project in Sioux City, Iowa. Design plans call for paving for a road / highway; and for site work for a water / sewer project.

Due to the recent identification of special flood hazard zones in the Hoeven Valley, the need to identify mitigation alternatives for the individual areas is necessary. An evaluation of the area was completed and options are under consideration. This CIP will set up a fund for future design and engineering work and will help to establish funding for the completion of the mitigation projects. A portion of the work plan was identified out of the Floyd River Flood Reduction Study completed by HR Green in August 2013. This identified project work to include berm modifications & additional culverts which will reduce the extent of the flood zone and accommodate a recreational trail. Additionally, in July 2015 HR Green completed the Leeds Area Interior Drainage Study which built upon the data collected in the 2013 study and identified in greater detail the existing conveyance network and ponding scenarios associated with a number of storm events. In 2018 HR Green started working towards 30% plans in order to submit a Conditional Letter of Map Revision (CLOMR) application to FEMA. Pending FEMA's acceptance of the modeling results, complete storm infrastructure upgrades estimated at a cost of $2.6 million to prevent flooding resulting from a 100 year rain event for properties in the Leeds area. These improvements include an excavated channel, approximately 500' of new 48" pipe, approximately 525' of new 60" pipe, and approximately 125' of upgraded pipe from 36" to 48". This option would still allow some ponding in the street right-of-way but remove the vast majority of the 133 properties from Zone AH. No properties would be affected by flooding of one foot or greater; however, 7 of the 133 properties would be impacted by flood depths smaller than one foot. The flooding would be limited to water slightly crossing the property line of 5 residential and 2 businesses along Floyd Boulevard and Fillmore Street. The project is included in the city's 2022-2026 Capital Improvement Program (CIP). As of February 1, 2022, a design engineer has been selected. *Project information has been obtained through a public capital improvement plan (CIP).
