Site work for a water / sewer project in East Fayetteville, North Carolina. Completed plans call for site work for a water / sewer project.

As of February 16, 2021, a general contractor has been selected. Construction is estimated to begin, April, 2021.* This project is for construction of a portion of a major outfall near Big Rockfish Creek and Stewarts Creek, called the Big Rockfish Creek Outfall (BRCO): BRCO Contract 1 includes construction of approximately 11,680 linear feet (LF) of 24-inch gravity sewer along Big Rockfish Creek, extending from Sta. 0+00 to Sta. 116+80 (MH 45 included) of the BRCO alignment. This outfall extends under the future NCDOT I-295 interstate highway, and includes approximately 300 LF of bore and jack installation through the controlled access area. This contract also includes demolition of the existing #100 Steeple Chase Lift Station (LS) and connection to the main outfall with approximately 375 LF of 12-inch gravity sewer, as well as demolition of #114 Lake Upchurch LS and connection to the main outfall with approximately 225 LF of 8-inch gravity sewer. This project also requires stream crossings, stream bank stabilization, aerial crossings of streams, trenchless construction, bypass pumping, post-inspection of the completed gravity sewer, and all other items necessary to provide a complete project. Questions will be fielded at the pre-bid conference and all prospective bidders are encouraged to attend the conference. Individual telephone inquiries are prohibited. The PWC assumes no responsibility to fully inform absentees of clarifications not issued by addendum. Each proposal shall be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, payable to Public Works Commission of the City of Fayetteville in an amount equal to not less than five percent (5%) of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond and upon failure to forthwith make payment, the surety shall pay the obligee an amount equal to the amount of said bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or give satisfactory surety as required by law. Performance and Payment Bonds are required in the amount of 100% of the contract amount and shall be furnished by the Contractor The Public Works Commission of the City of Fayetteville and the City of Fayetteville reserve the right to reject any or all proposals, waive all informalities concerning bid, or award bid to the lowest responsible bidder or bidders, taking into consideration quality, performance, and the time specified in the proposals for the performance of the contract. The bidder to whom the contract may be awarded must comply fully with the requirements of North Carolina General Statutes, Section 143-129, as amended. All bidders are notified that North Carolina Statutory Provisions (NCGS Chapter 87, Article 1) as to licensing of Contractors will be observed in receiving, reading and awarding the Contracts. Fayetteville Public Works Commission of the City of Fayetteville ("Owner") has received financial assistance from the State of North Carolina (the "State") under the State Revolving Fund Program (SRF). The SRF program includes provisions which establish goals and other requirements relating to participation by certified Minority Business Enterprises (MBE)/Women Business Enterprises, wage rates set forth under the Davis Bacon Act, requirements of the American Iron and Steel Act. The Bidder to whom the contact is awarded shall comply with the statutory requirements of these provisions as specified within the contract documents. HUB Certified contractors are encouraged to submit a bid for this project. All bidders are notified that the requirements of the SRF program for Minority and Women Business Enterprise Plan for Construction, Procurement and Professional Services shall be adhered to in the submission of all bids and shall be made a part of this contract. An electronic PDF set of the Bidding Documents may be provided at no charge. It will be the Bidders responsibility to provide a website to upload the Bidding Documents to if the one provided by McKim & Creed does not work for the Bidder.
