Site work and paving for a mixed-use development in Salem, Oregon. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and water / sewer project.

**As of January 9, 2020, this project has not yet been awarded. A timeline for award has not yet been established. This project involves the design and construction of curbs, sidewalks and bike lanes on both sides of the County owned portion of the roadway and on the west side of the City owned portion not being improved by a private developer. Drainage improvements would include a new conveyance system in Hollywood Drive, water quality planters where right-of-way allows, planter strips and yard/area drains where needed. Also included is a pavement overlay after the widening improvements are completed. Another component of this project involves the design and construction of a traffic signal at the intersection of Hollywood Drive and Silverton Road with a northbound left turn on Hollywood Drive. Limited sidewalk and roadway work will be necessary on the south side of Silverton Road to accommodate the turn lane widening. Curb ramps and crosswalks will also be included. PROJECT PHASES County anticipates the contracted Services will be a phased development as follows: Phase I - Preliminary Engineering through Final Design (PS&E). Phase II - Construction contract administration, construction engineering and inspection (CA/CEI). Following Project Final Design, County may, at its discretion: (a) negotiate and amend the contract to include all CA/CEI Services (or various elements), (b) complete various elements of construction oversight work with County in-house staff, or (c) assign various elements of CA/CEI Phase to another consulting firm. A DBE participation goal of 8.5% has been assigned for the Contract. A pre-Proposal conference will not be held. Period of Performance The Schedule for Performance of Services Needed Under the Prospective Contract is Approximately March 2020 to October 2021 for Phase I. Completion of Phase Ii, if Applicable, is Approximately November2022. The anticipated initial value of the contract awarded from this RFP is estimated to be in the range of $500,000 to $700,000. Contingent upon Countys need, Consultants performance, and the availability of approved funding, County reserves the right to amend the contract (within the scope of the Project described in this RFP) for additional tasks, Project phases and compensation as necessary to complete the Project.
