PE EA PE003022 CON EA CON04490 County Columbia Region 2 US30 @ Graham Creek MP 65.08 - 65.25 Project on the Lower Columbia River Highway (Rt. No. US30) near Marshland. Estimated value: $ 1,000,000 - $ 2,000,000 Classes of Work: either: A) Bridges and Structures, or B) Earthwork and Drainage. This project proposes to replace the Graham Creek Culvert on US30 at MP65.16. This culvert has been identified as a high priority for fish passage as documented in the ODFW Statewide Priority list. The project is funded through ODOT's Fish Passage Program, and the primary purpose of the project is to improve fish passage. In addition, a project benefit is the replacement of failing infrastructure. The existing twin 60-inch CMPs routinely fill with sediment, and one is partially crushed. The project proposes to replace these CMPs with a larger, open-bottom culvert that will pass fish. The proposed culvert is a 16' wide open-bottom concrete box design, supported by driven piles. The project will be staged to keep one lane of traffic flowing in each direction during construction. In order to complete the project in one in-water work period, a temporary structure on driven piles will be installed on the south side of the highway. This structure will be installed entirely outside the OHW, and will allow the highway to be temporarily widened to the south for staged construction. After construction, temporary fills will be removed and the riparian area replanted. The proposed roadway cross-section in the final configuration will match the existing 12' lanes and 8' shoulders, with the addition of a bioslope in the northwest quadrant of the project.
