Site work for a mixed-use development in Madison, Wisconsin. Completed plans call for site work for a water / sewer project; and educational facility.

This project is being let using a new single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first.Within 245 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest,qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders. If a project does not include any mechanical, electrical, plumbing, or fire protectiondivisions of work, DFD will bid onebid package for all work to general prime contractors. Project work includes replacement of the existing underground, manual isolation valves in the 30 39 inch chilled water supply and return mains located at the southeast corner of the intersection of North Charter Street and West Johnson Street with new valves. The existing underground, manual isolation valves in the 24 inch chilled water supply and return mains located at the northeast corner of the intersection of North Charter Street and University Avenue will be replaced with new valves. The construction of this project will involve two phases. The first phase is an investigative phase and will include excavation of the chilled water supply and return pipes at each location of the valve replacements and new valve installations. These investigative excavations are required to obtain specific information regarding the existing installations that is required to allow determination of the pipe lengths, joint types, closure pieces, etc. required to install new valves in the respective pipe segments. This is required as there is no as-built information available for the existing installations that provides the critical information that is required to design the exact pieces of pipe with appropriate end connections to provide a complete pipe installation associated with the valve replacements and installations. This existing pipe / pipe joint information is required, before the pipe manufacturer can manufacture the required pipe lengths, with appropriate joint types and closure pieces, as the new pieces will have to exactly match the construction of the existing piping A-2 installation.Per the pipe manufacturer, it will take 8 -12 weeks for the required pipe to be manufactured, after the existing pipe / pipe joint information is received. Based on this lead time, the investigative excavations will be temporarily back filled, and the sites restored to accommodate 3 normal vehicular and pedestrian traffic.The second phase which includes the replacement of existing underground valves will occur when the new pipe is available. As part of the second phase the sites will be re-excavated to allow replacement 6/ installation of the new valves and associated piping. Upon completion of the replacement / installation of the underground chilled water manual isolation valves, all areas disturbed by the project will be fully restored including roadways, curbs, gutters, terrace areas, trees, sidewalks, landscaping features, and site structures. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted NOTICE: Effective January 1, 2014, all potential bidders must be certified by DOApriorto submitting 16bids on state construction projects over $50,000.
