Site work, outdoor lighting, new construction and renovation of a mixed-use development in Quincy, Illinois. Completed plans call for the construction of a military facility; for the renovation of a military facility; for site work for a sidewalk / parking lot; and for outdoor lighting for a sidewalk / parking lot.

As of July 27,2022, this project is 35% billed. Construction started June 2021. Last package (finishes) has been bid. The previous solicitation is listed below for reference. --- Project include the construction of a new long-term care facility, a new domiciliary, and renovations to various structures on the campus. Buildings will be of a bird friendly design. Individual meetings between the shortlisted firms, the using agency and CDB will be held on January 30, 2020. The purpose of these meetings is to give the Design-Build Entity an opportunity to vet cost reduction ideas with the using agency and CDB to determine whether or not they should be pursued as a deviation in the Phase II proposal. All information discussed in these meetings will be considered confidential and will not be shared with any other party not participating in the meeting. Specific information regarding the time and location of the meeting(s) will be provided in the Phase II Invitation. Interviews for firms selected to participate in Phase II will be March 24, 2020. The 8 person limit indicated in the Standard documents for Design-Build will not be enforced. However, please respond as requested in the Phase II Invitation by February 9, 2020 to indicate how many people will be present to represent your team This Request for Proposals (RFP) is for the design, permitting, site preparation, and construction of the facility in accordance with the approved bridging documents. A. These facilities must be designed and constructed applying the principles and practices of sustainable design and development using U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) for New Construction and Major Renovations. LEED Silver Certification will be required. B. Information provided in the Bridging Documents is representative of compliance with IDPH, ILDVA, ILHPO, and USDVA requirements as they apply to the scope of this project. The Design-Builder is responsible for ensuring compliance with all code and regulatory requirements and for adherence with USDVA requirements necessary for receipt of Federal Reimbursement for construction costs as well as for "per diem" operating costs. C. This RFP is for a Firm Fixed Price Contract. Any questions or requests for clarifications, and information concerning this RFP should be submitted via email and must be received by 5:00pm on December 4, 2019 (for Phase I submittals) and by 5:00pm on March 2, 2020 (for Phase II submittals) to the CDB Project Manager at the email address below: Chris MacGibbon CDB Project # 040-010-115 Construct New Nursing Home and Domiciliary. Send inquiries to: CDB.040-010-115@illinois.gov The tentative Authorization to Proceed (ATP) date to be used in the development of the Schedule is June 15, 2020. In accordance with SD-DB the Contractor shall be required to: Complete the entire work, to include design and construction though Substantial Completion, ready for use not later than 1,900 calendar days after (ATP) Bid Bond. Offerors shall include a bid bond in the amount of ten percent (10%) of the base bid. Failure to include the bid bond with the submittal will be a material deficiency and the submittal will be rejected. Design Goals. The CDB MBE/WBE/VBE Design Goals are as follows: 20% of the design services value to minority owned and women-owned businesses and 5% to veteran-owned businesses. The form included shall demonstrate the intent to comply with the stated goals. Construction Goals. The CDB MBE/WBE/VBE Construction Goals are as follows: 30% of the construction value with 20% to minority-owned businesses, 5% to women-owned businesses and 5% to veteran-owned businesses. These goals include both Tier 1 and Tier 2 subcontractors. The form included shall demonstrate the intent to comply with the stated goals
