Owner has the right to reject any SOQs not properly delivered. Submit one (1) original and eight (8) copies, in printed form and on a non-returnable CD or flash drive. Submittals must be submitted in a sealed envelope/box labeled RFQ#2018-051, Yadkin River Water Supply Project (YRWSP) - Raw Water Infrastructure along with the submitters name and address clearly indicated on the envelope/box. Deadline for Questions: March 5, 2018 by 5:00 pm, EST. Submit all questions regarding this Request for Qualifications (RFQ) to Cheryl Wright, Division Director of Procurement at Bquest.2018@unioncountync.gov. List in the email subject line: RFQ #2018-051-YRWSP-Raw Water Infrastructure. ____________________________ General Description: Union County (the County) currently provides water to residents within the unincorporated portions of the County, as well as all towns and villages within Union County with the exception of the City of Monroe and the Town of Marshville. Union County is a wholesale finished water supplier to the Town of Wingate who owns and operates their own water distribution system. This Raw Water Infrastructure Project is part of the County's Yadkin River Water Supply Project (YRWSP) which has been developed to ensure a long-term, sustainable water supply to its current, and projected future customers in the Yadkin River Basin Service Area. In May 2013, the County and the Town of Norwood completed an lnterlocal Intake and Transmission Agreement that provided the framework for bringing raw water supply from Lake Tillery to the County's Yadkin River Basin Service Area. This service area lies primarily within the Rocky River IBT Basin, which is part of the greater Yadkin River Basin. In May of 2017, after extensive stakeholder engagement, river basin modeling, and completion of an Environmental lmpact Statement (EIS),· the North Carolina Environmental Management Commission (NC-EMC) granted Union County an IBT Certificate for 23.3 mgd. The IBT Certificate allows Union County to transfer up to 23.3 mgd (max. month basis) from Lake Tillery to Union County's Rocky River IBT Basin. The overall proposed YRWSP project includes a new raw water intake and pumping station on Lake Tillery to serve both the Town of Norwood and Union County, approximately 28 miles of raw water infrastructure across Stanly County into Union County to a new water treatment plant in Union County, and approximately 11 miles of finished water infrastructure to connect to the County's existing finished water distribution system. The new water treatment facility is expected to have an initial rated capacity of 12 mgd. Given the size and scope of the YRWSP, the County has selected HDR as a Program Manager to assist County staff in procurement of Design-Builders, and to complete preliminary design, permitting, property acquisition, construction administration, and start-up of the project. The County intends to procure the services of two design build teams for design and construction of the YRWSP. Generally, one team will be responsible for the raw water intake, pumping station, and raw water transmission infrastructure (Raw Water Infrastructure Project) and the other team will be responsible for the water treatment facility and finished water transmission infrastructure (Water Treatment and Finished Water Infrastructure Project). It is possible the same Design-Builder may be determined most qualified with the best overall ranking for both projects. However, the SOQ Evaluation Committee will be considering workload capacity and ability to meet schedule as a key component of the selection. *This project has been updated for historical data and reference purposes.
