Renovation of a bridge / tunnel in Kittery, Maine. Conceptual plans call for the renovation of a bridge / tunnel.

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this synopsis is to make notice of a proposed contract action for a Design-Bid-Build (DBB) construction project for the ST12-1815, Structural Steel Recoating and Repair, Bridge 2, located at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The work to be performed provides for extensive coating and structural repairs to Bridge #2 of Portsmouth Naval Shipyard. The existing Bridge 2 is one of two bridges that span the back channel section of the Piscataqua River to provide vehicular and pedestrian access from Kittery, Maine into the Portsmouth Naval Shipyard facility on Seavey Island. This is a highly congested site that requires restrictive work sequencing with limited areas available for contractor work, material and equipment storage. The work includes removal and replacement of the failed coating system on the super structure, targeted pier, abutment, expansion joint, and structural repairs, demolition, removal, and replacement of failing bridge safety railings, reconstruction of the north and south approaches to include replacement of the active vehicle barrier systems, removal and replacement of the asphalt pavement overlay on the bridge deck and repair of the concrete bridge deck, hazardous materials, electrical and communications conduits, and incidental related work. All contractors that perform surface preparation or coating applications shall be certified to SSPC QP 1, SSPC QS 1, and SSPC QP 2 prior to contract award and maintain qualifications throughout performance of the contract. This solicitation is being advertised as a total small business set-aside. This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value lowest price technically acceptable source selection continuum at FAR 15.101-1. The basis for evaluation and evaluation factors for award will be included in the solicitation. Large business concerns will not be considered. In accordance with FAR 36.204, the magnitude of construction for this project is between $5,000,000 and $10,000,000. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 238320 Painting and Wall Covering Contractors, and the Small Business Size Standard is $15,000,000. A Sources Sought Notice was issued on 21 March 2018 to determine the capability of small businesses to perform the requirement. This notice yielded seven (7) responses. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantic Office of Small Business Programs concurs with this decision. The drawings and specifications for this project will be posted with the solicitation and are not available at this time. All documents will be in Adobe PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. All prospective offerors must be registered in the System for Award Management (SAM).
