The City of New Haven is seeking to engage the services of a Consulting Engineering firm to provide construction engineering and inspection services for the following transportation project: State Project No. 92-666 The Downtown Phase 1 Traffic Signal Upgrade Project Provide construction engineering and inspection services for the full replacement of eight (8) Traffic Signals in Downtown New Haven, CT. This project involves upgrading the existing traffic signal system by installing new traffic control signal equipment, fiber optic communications for signal interconnect, video detection, pre-emption, constructing new ADA compliant ramps, and converting a portion of the Downtown roadway network from one-way to two-way streets. The Consultant Engineering firm selected will be required to perform construction inspection. Firms responding to this request should be of adequate size and sufficiently staffed and experienced to perform this assignment and will be required to provide the necessary staffing upon execution of the contract. The Consulting Engineering firm will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted in descending order of importance. The fee for construction engineering and inspection services shall be negotiated on a cost plus fixed fee basis. The Disadvantaged Business Enterprise (DBE) sub consultant goal for this project will be Zero (0%) percent. The selected firm must meet all Municipal, State, and Federal affirmative action and equal employment practices. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub-consultants should be clearly identified. The relationship to any parent firm or subsidiary, with any of the parties concerned, must be clearly defined.
