The Kenai Peninsula Borough hereby invites qualified firms to submit a firm price for acceptance by the Borough for crack sealant application. The Owner has 33,750 lbs. of Deery Super Stretch crack sealant that intends to apply to paved roads and parking lots as budget allows for a period of up to two (2) years. The crack sealant is stored on pallets in the Kenai Peninsula Borough Maintenance Yard, 47140 E. Poppy Lane, Soldotna, Alaska. The quantities are used as approximate only. Owner reserves the right to change quantities during the contract term. The Contractor is to furnish all labor and equipment for the application of the hot rubberized single-component asphalt crack sealant on various paved roads and parking lots identified by the Owner. All roads and parking lots are located in the Homer, Soldotna, Sterling, K-Beach and North Kenai areas. Roads are prioritized in order for each area on the attached list. The RSA will provide maps identifying locations where product will be applied. Cracks up to 1-1/2" in width must be blown clean, sealed with crack sealant, and squeegeed flush with the existing pavement surface. o Cracks over 1-1/2" in width will not be crack sealed. o Alligator cracks will not be crack sealed. o Contractor shall document any cracks that are over 1-1/2" in width and provide said documentation to the Owner. o Squeegee band shall be 2" to 4" wide, centered about the crack. Perform a two-pass application process on each crack sealed. o Ensure that crack sealant bonds completely to the asphalt substrate. o Crack sealant which has poor crack penetration, which is not bonded, or which is not flush with the existing pavement shall be resealed or reworked at no cost to the Owner. Requests from Bidders for interpretation or clarification of the Bid Documents shall be made in writing to the Purchasing and Contracting Director and shall arrive no later than 5:00 PM on May 9, 2018. Bids received without all the required documents may be considered non-responsive. Bids received after the closing time will be considered non-responsive and will not be read After the scheduled closing time for receipt of bids, no bidder will be permitted to withdraw their bid unless Notice of Award is delayed for a period exceeding thirty (30) day.A bid may not be withdrawn after opening without the written consent of the Borough. The Borough reserves the right to reject any or all bids, to waive minor irregularities in any bids or in the bidding procedure, and to accept any bid presented which meets or exceeds said specifications and which is deemed to be in the best interest of the Borough. However, the requirements for timeliness and manual signatures shall not be waived. The Borough is not obligated to accept the lowest bid and is not responsible for bid preparation costs. If any bidder has interest in more than one bid, all bids in which such bidder has interest shall be rejected.
