Richland County, SC is soliciting electronic sealed bids through Richland PDT, the Program Manager, from licensed contractors, for the Sidewalk Package S8 as part of the Richland County Sales Tax Transportation Improvement Program. The SLBE Participation Goal for contracting work to SLBE subcontractors is 100%. The SLBE bidder is required to meet the 100% SLBE Participation Goal at the time of bid opening, complete the SLBE Participation Sheet included in this solicitation and accompany it with his Application for Payment each month. This solicitation is for Small Local Business Enterprise (SLBE) participation only. A Bidder must be a certified "Small Local Business Enterprise (SLBE) Contractor" that has been certified by the Richland County (RC) Office of Small Business Opportunity (OSBO) on or before the "bid opening date." Richland County intends to award a contract to one responsive and responsible SLBE bidder. The SLBE bidder must be able to perform the services and furnish the goods necessary to meet or exceed all requirements described in this IFB. Bids received from persons or entities that do not meet the solicitation requirements will be deemed non-responsive.
