Site work for a water / sewer project in Orange, California. Working plans call for site work for a water / sewer project.

***As of December 23, 2021, the project will rebid. A timeline for a rebid has not yet been determined.*** This project will drill a new potable water well, Well No. 29 by reverse circulation drilling method. The project will also include the demolition of existing Well No. 8 and off-site storm drain improvements. The City reserves the right to reject any or all bids, to reject any item in a bid unless an all or none basis is specified or to waive any informality or technicality in the bids received. The bidder selected by the City must be properly licensed at the time of submitting its bid as a Water Well Drilling Contractor (Class C57). The City will reject the bid as non-responsive if the bidder does not hold the requisite contractor's license at the time of submitting its bid. In addition, each subcontractor listed by the bidder shall possess, at the time of the award and at all times when work is performed, a valid contractor's license for the appropriate classification necessary to perform the work for which that subcontractor is listed. Failure of the bidder to deliver evidence to the City prior to the award of a contract for this Project that each and every subcontractor listed by the bidder is properly licensed shall constitute a failure to execute the contract and may subject the bidder to all legal penalties imposed by law, including, but not limited to, forfeiture of the security of the bidder. A payment bond is required for projects over $25,000. In lieu of retention, the Contractor may deposit qualifying securities under an escrow agreement, as provided in Public Contract Code Section 22300. The Contractor and subcontractors shall be registered with Department of Industrial Relations (DIR), per Labor Code Section 1725.5 at the time of bid. This project is subject to compliance monitoring and job-site posting requirements. The work to be done under these specifications consist of furnishing all materials, labor, equipment, fuel, tools, transportation, and services necessary for mobilizations, demobilizations, drilling, construction, development, testing, and completion of a new production well, Well No. 29, and the destruction of existing Well No. 8 per project plans and specifications. The work to be done includes but is not limited to: obtaining all necessary permits & bonds, traffic control, concrete sidewalk, curb and gutter, asphalt concrete pavement, adjustment of surface grade utility boxes, covers and vault lids, traffic detector loops, legends, raised pavement markers, construction survey, removal of existing facilities, trenching, shoring, aggregate base, RCP, backfill material, trench compaction and all labor, equipment and materials necessary for completion of the work.. This bid item shall also include seeking for, securing, and completing the Temporary Use Permit (TUP) application from the City Public Works Department prior to start of construction, and maintenance of staging area over the duration of the project. See also Special Provisions Section 10-10 (Overview of Work to Be Done) and Well No. 29 Technical Provisions Section 1 (Scope of Work Summary). All work shall be completed in place and ready for operation, as shown on the plans and as specified herein. Contractor shall be responsible for ascertaining the nature and extent of any simultaneous, collateral, and essential work by others. The City, its workers and contractors and others, shall have the right to operate within or adjacent to the work site during the performance of such work. The City, the contractor, and each of such workers, contractors and others, shall coordinate their operations and cooperate to minimize interference. The Contractor shall include in its Bids all costs involved as a result of coordinating its work with others. The Contractor will not be entitled to additional compensation from the City for damages resulting from such simultaneous, collateral, and essential work. If necessary to avoid or minimize such damage or delays, the Contractor shall redeploy its work force to other parts of the work. Should the Contractor be delayed by the City, and such delay could have not been reasonably foreseen or prevented by the Contractor, the Engineer will determine the extent of the delay, the effect on the project, and any extension of time.
