*Contract Award Date: July 16, 2019 Contract Award Number: 36C10F19C0005 Contract Award Dollar Amount: 440,640.00 Contract Line Item Number: 1 Contractor Awarded DUNS: 794076518 Contractor Awardee: UNKS CONSTRUCTION, INC.;4642 SWEETBRIAR CT;SANTA MARIA;CA;93455 The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, Western Regional Contracting Office, Mare Island, CA is seeking general construction contractor for construction associated with the Southern Nevada Healthcare System. This will be a design/build project to replace the failing one (1) Cooling Tower Replacement induced draft cooling towers with similar one (1) tower with same design/capacity, with VFD controller. The General Contractor shall perform a design-build, acquire and install a new Evapco cooling tower, associated controls and one (1) balance valve at the Central Utility Plant. The reconfigured tower elevation is to be designed to be compatible with the four existing Evapco cooling towers. The water flow to the new tower is to perform at a capacity that is concurrent with the existing towers. The General Contractor will be responsible for providing all necessary testing, balancing and commissioning of the new tower and associated items. The Contractor shall provide all tools, material, equipment, transportation, supervision, and labor for work as indicated and specified, involving general construction, alterations, mechanical, electrical and fire protection work, utility systems, etc. All work shall be accomplished in compliance with all applicable local, state, federal codes, and specifications and drawings. The new cooling tower will ensure efficient plant operations through the range of operating conditions at the facility. The work will be performed at the VA Southern Nevada Healthcare System. Interested firms should provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as an SDVOSB. The estimated cost range is Between $250,000 and $500,000. The NAICS code for this service is 238220. The Small Business Size standard is $15 MILLION. Construction contractors must download all solicitation documents at fbo.gov. Contractors must be registered in the Central Contractor Registration (CCR) database at http://ccr.gov prior to award and must have a DUNS number by registering for the Register to Receive Notification list at fbo.gov. Contractors will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Contractors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check fbo.gov for all amendments BEFORE you deliver/send your proposal to the designated person, place, date and time. All prospective bidders, consultants, subcontractors, equipment and material suppliers, are invited. Because parking is at a premium, it is suggested that all those interested parties, arrive no less than one hour before the start of the conference. The location for the meeting is Engineering conference room at VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised that award may be made without discussion. Removal of the existing Cooling Tower #5 (Marley NC8400) and the installation of a new Evapco (model # 114-3P24) cooling tower and associated piping and valves (contractor to design the cooling tower piping, controls and power). The new cooling tower piping and controls shall be integrated with the four-existing cooling tower piping and controls. The invert elevation at the basin outlet for cooling tower #5 will align with the other four existing cooling towers. It also requires the design of a new balancing valve on the newly installed cooling tower. For safety and maintenance purposes, the General Contractor shall install an access point (ladder or stairs) from the new tower to the ground. All required drawings, calculations and specifications for the design shall be included and submitted to the VA. Testing and witnessing the new tower running along with one or two of the existing towers to observe system operations, installation, proper use, etc. will be also be required.
