*Draft RFP Comments: Comments must be submitted in writing to scott.d.haumesser@nasa.gov no later than 4:30PM EST on April 12, 2019. The Government does not intend to formally respond to Draft Request for Proposal (RFP) comments, but will consider comments when finalizing the RFP. Please put the Draft Solicitation number, 80GRC019R0001, in the subject line of email. The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) intends to issue a Request for Proposal (RFP) 80GRC019R0001 for the construction of a newly designed Aerospace Communications Facility (ACF). The ACF will be approximately 55,000 square feet in overall size and will centralize approximately thirty (30) state-of-the-art communications, electronics and laser research and development laboratories, with an estimated value between $20M and $35M. The building will be constructed on the site of a gated storage lot on the GRC west area campus. The new two story steel and pre-cast concrete structure contains flexible communications, electronics and laser laboratory areas; a high-bay anechoic test chamber; control rooms, conference and break rooms; collaboration work spaces; machine shop and storage spaces and typical building systems support spaces. The interiors are consistent with modern highly efficient and flexible architecture. The exterior is largely pre-cast concrete panels and transparent glazing curtain wall systems. Atop the facility is planned a large structural steel platform system for mounting of communication antenna up to a five-meter class. Extensive fiber and copper networks will be distributed throughout the building. Support facility construction includes, but is not limited to: the removal of existing paved and stone surfaces; site preparation; curbs and roadways; parking areas; pedestrian walkways and landscaping. Supporting utilities to the site include the extension of potable water; natural gas; sanitary and storm sewers; installation of high density geo-thermal field, high voltage electrical cable through new duct banks; communications cabling and fiber through existing and new communications duct banks and manholes. This project is required to be LEED Silver Certifiable under the USGBC LEED-NC version 2009 Rating System. The Period of Performance is 735 calendar days from First Notice to Proceed. The period of performance is composed of a base and four (4) options. This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) code is 236220-Commercial and Institutional Building Construction, with size standard of $36,5M. This acquisition will be a Full & Open competitive procurement (Unrestricted). In accordance with FAR 36.204(f), the magnitude of this construction project is anticipated to be between $20M and $35M. The proposals will be evaluated using a Past Performance/ Price Trade-off Source Selection. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. The Government anticipates releasing the Draft RFP on or about March 20, 2018. An approximate closing date of May 27, 2019. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. Industry Day for the ACF Construction Procurement will be held on Thursday, April 11, 2019 at the Ohio Aerospace Institute (OAI) located at 22800 Cedar Point Rd, Cleveland, OH 44142. Schedule: 9:30am - 10:00am - Sign-in 10:00 to 11:30pm - Presentation of the Design and Solicitation 12:30pm to 5:00pm - 30 Minute One-on-One Meetings Thirty minute one-on-one meetings will be made available to Interested Offerors during Industry Day only to discuss any questions or clarifications on the draft RFP. Copies of the Industry Day agenda, charts, and a list of attendees will be posted to the FEDBIZOPPS website. Attendance at the Industry Day is neither required nor a prerequisite for proposal submission, and will not be considered in the evaluation. There is a limit of two (2) persons per Offeror, including on-site contractors. Interested Offerors that would like to attend the Industry Day must complete and submit the attached registration form by 4:00pm Local Time on April 04, 2019. Email the completed registration form to the attention of Scott D. Haumesser (scott.d.haumesser@nasa.gov). Use the subject line: "ACF Industry Day Attendees" in the email. Please identify any special requirements that an attendee might have - such as the need for wheelchair access or a signer for the deaf. Please check the appropriate box on the form to request a one-on-one meeting with the ACF Team. All publicly available materials distributed at the Industry Day will be made available to all potential offerors at www.fbo.gov. Written comments of a technical or contractual nature resulting from the Industry Day shall be submitted to scott.d.haumesser@nasa.gov. Telephone inquiries are NOT acceptable. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. 1. Modify the restriction of the number of attendees for the industry day from two people to four people per company. In addition, companies registered for an one-on-one meeting may include up to four representatives. 2. Reduce the one-on-one meeting time from 30 minutes to 15 minutes, due to the high volume of requests.
