Site work and paving for a civil project in Spokane, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

WSDOT will use a two-step procurement process to select a Design-Build Contractor to deliver the Project. The Request for Qualifications (RFQ) will be issued as the first step to solicit information in the form of Statements of Qualifications (SOQs). The SOQs will be evaluated to create a short-list of the most highly-qualified Design-Builder proposers. In the second step, the short-listed Design-Builder proposers will then be issued a Request for Proposals (RFP). The proposals will be evaluated and WSDOT will select the proposal that provides the apparent best value, based on price and other factors. This information is preliminary and is subject to change. Under no circumstances should the advertisement information be used for bidding or construction purposes. Engineer's Estimate: The estimated Contract cost of the project is approximately $8 to $10 Million. Voluntary Proposers Meeting Register for the meeting scheduled for 1:00 p.m. on 9/9/2020 (https://register.gotowebinar.com/register/6681716077266554127) Prequalification: Maximum Bidding Capacity in the amount of $10 Million or higher and the Submitter or at least one Major Participant must be pre-qualified with WSDOT for Work Class 6. This project is a phase of the North Spokane Corridor (NSC) series of projects. The project will construct a multi-use path between north of Carlisle Avenue and the Columbia Avenue trailhead in Hillyard. The project will also construct pedestrian bridges over Euclid Avenue, mainline NSC and BNSF railroad (at Garland Avenue), and Wellesley Avenue. This will continue a vital multi-use link between the previously completed sections of trail north of Columbia Avenue with the neighborhoods near Carlisle Avenue. The project will aide in tying together commonly used pedestrian and bicycle routes throughout northeast Spokane. Project improvements include, but are not limited to the following: o Constructing three pedestrian bridges that will cross city streets, mainline US 395 NSC, and BNSF railway, o Construction of a paved multi-use pathway to accommodate biking, foot traffic, and other non- motorized forms of travel, o Constructing retaining walls in various locations, and o Implementation of Amenities, features, aesthetic architectural treatments, landscaping and safety enhancements, all consistent with the themes, features and Amenities generated through the Community Outreach and place-making process.
