Little Hope Creek basin is located in south Charlotte and is seeing significant growth primarily through redevelopment of property to higher density uses. The upper end of the Little Hope Creek basin borders along primarily the east side of South Blvd immediately adjacent to the CATS Blue Line light rail line. Development in this area is occurring as the mid-rise mixed use type development that has been occurring along the South Boulevard corridor through the South End continues southward. CLTWater has performed flow monitoring in the Little Hope Creek basin and is seeing flows that are approaching capacity of the existing infrastructure, especially during wet weather events. Wet weather induced peak flows show significant peaks. Currently CLTWater is performing additional Sewer System Evaluation Surveys (SSES) work to try to determine any significant issues of inflow that maybe can be resolved with minor short-term improvements to regain some capacity as further study and design is done in the basin. The selected team could be responsible for making these short-term improvements immediately once under contract. The primary north/south tributary sewer is where the immediate capacity issues appear to be and that entails about 15,000 LF of existing 24 to 10 inch sewer trunk that terminates at approximately Hollis Rd and South Boulevard. This project would entail furthering the SSES work, projecting future flows in the basin, designing the necessary improvements to provide the long term capacity needed to serve the Little Hope Creek basin and then constructing those improvements. There is also approximately 8,000 LF of 12 and 10 inch tributary sewer in the southern end of the Little Hope Creek basin that terminates at South Boulevard and Seneca Place just north of Tyvola Road that also needs to be further studied and analyzed for capacity issues and then constructing the improvements determined to be needed. The initial project budget is $10M and the project completion goal is by mid-2021. MBE Goal 10%: May be satisfied by an entity that qualifies as a Minority Business Enterprise under N.C. Gen. Stat. 143-128, and that has been certified as a Historically Underutilized Business by the State of North Carolina, and furthermore has an ethnic designation of either African American, Hispanic, or Native American with a significant business presence in the Charlotte Combined Statistical Area. WSBE Goal 10%: May be satisfied by an entity that is certified by the City of Charlotte under Part E of the CBI Policy as meeting all of the requirements for SBE certification and/or WBE registration. Aggregate MWSBE Goal (Project Goal) 20%: The total work performed by MBEs, WBEs, or SBEs in the aggregate for this Project.
