From Monday, October 14, 2019 until the date of opening the proposals, plans and specifications of the proposed work are and will continue to be on file in the office of the Engineering Services Department, 222 W. Hargett Street, Raleigh, North Carolina, during usual office hours, and are available to prospective bidders. No proposal will be considered or accepted unless at the time of its filing, the same shall be accompanied by a cash deposit, cashier's check, or certified check on a bank or trust company insured by the FDIC and authorized to do business in North Carolina in an amount equal to five percent (5%) of the proposal. In the alternative, a five percent (5%) bid bond issued by a corporate surety licensed by the State of North Carolina may be filed with the proposal. Bidders must be properly licensed under Chapter 87 of the General Statues of North Carolina and must comply with nondiscrimination provisions.
