The owner has selected a Design Builder. A timeline for construction has not yet been established. RFP Questions Due November 12, 2019 Technical Proposals Due December 20, 2019 , 3:00 P.M. Prevailing Local Time Price Proposals Due January 10, 2020 , 3:00 P.M. Prevailing Local Time Descriptions and technical requirements of the anticipated work are set forth in Part 2, Section 2.1. The Design-Builder shall bring the resources and expertise necessary to efficiently and effectively execute this project on schedule, meeting all final completion and interim milestone dates throughout the duration of the project. The Design-Build Project for Prince William Parkway Interchange at Realigned Balls Ford Road (the Project) scope includes, but is not limited to, the design and construction of a four-lane divided roadway and two bridge crossings: one over the Norfolk Southern Railroad Corporation (NSRC) and a Diverging Diamond Interchange over the Prince William Parkway. The Project begins approximately 2,900 feet west of the existing Devlin Road/Wellington Road intersection and extends eastward approximately 6,800 feet, on a new alignment, to the existing Balls Ford Road/Doane Drive intersection. This Project will also include a 10' shared use path on one side and a 5' sidewalk on the other side of the facility and will provide access to and from I-66 for the nearby existing and planned developments. It should be noted that the descriptions and lengths are approximate only and are based on the RFP Information Package. Final project lengths may vary depending on the Design- Builder's final design; however, any change to project limits requires approval by the County. The conceptual design contained in the RFP Information Package reflects the basic line, grade, typical sections, minimum pavement sections, major cross drainage pipes, preliminary drainage design including the location of stormwater management facilities, and preliminary Right of Way and easement acquisitions. These elements comprise the basic Project Configuration. Design services shall address all items necessary for construction and operation of the completed facility. Design services include, but are not limited to, those services necessary to produce roadway and bridge construction plans relative to the technical disciplines listed in Part 2, Section 1.2 above. Other data collection and technical studies anticipated include, but are not necessarily limited to: geotechnical investigation, borings and analysis, materials analysis, pavement design, foundation design, slope stability analysis, additional environmental studies, and hydraulic and hydrologic analysis. Offerors should note that all work performed onthis Project must match survey datum and working units. The Offeror shall be advised that this project willrequire (1) limited access changes and County and CTB approval and also (2) design approval from both the County and VDOT. The preliminary design for the Project has been developed and is included in the RFP Information Package. The conceptual design contained in the RFP Information Package reflects the basic line, grade, typical sections, minimum pavement sections, major cross drainage pipes, preliminary drainage design including the location of stormwater management facilities, and preliminary Right of Way and easement acquisitions. These elements comprise the basic Project Configuration. The anticipated scope of work to be undertaken by the Design-Builder under the Design-Build contract for this Project shall include, but is not limited to: - Survey - Developing and completing the overall project design - Environmental studies - Acquiring the necessary environmental and water quality permits - Acquiring rights of way and easements - Coordinating and performing, or causing to be performed, utility relocations, additions, and adjustments - Roadway construction - Bridge construction - Shared use path and sidewalks - Railroad coordination - Guardrail/barrier - Traffic devices (including but not limited to traffic signals, communications, signage, and other traffic control devices) - Retaining walls - Signs, sign structures, and foundations - Lighting - Creation of a Transportation Management Plan including: Communication and Public Outreach, Operations and traffic maintenance, Management during all phases of planning, design, and construction, which may include traffic - analysis - Pavement markers and markings - Storm drainage - Stormwater management facilities - Hydraulic and Hydrologic Analysis - Quality Assurance and Quality Control for design and construction - Coordination of the Design Public Hearing - Stakeholder coordination and public outreach - Overall project management and coordination with other active construction projects in the vicinity
