The Ontario International Airport (OIAA) invites firms to respond to this Request for Proposals (RFP) for ACAMS, Panic/Duress, AED Alarm, Intercom, Badging/Credentialing Installation, Upgrade and Maintenance Services at Ontario International Airport (ONT). The RFP Scope of Services is based on information known to date by the OIAA, and is not meant to limit or preclude the submission of proposals that may have alternative approaches to addressing the ACAMS upgrade and maintenance needs. Contract Term The contract term will be for three years, with two, one-year extensions, to be exercised at the sole discretion of the Chief Executive Officer, with either party able to terminate the agreement with ninety (90) days written notice. A Pre-Proposal Conference shall be performed, and open to all interested parties prior to the proposal submission deadline; all Proposers are strongly encouraged to attend. The purpose of a Pre-Proposal Conference is to discuss the requirements of the RFP solicitation. Failure to attend the Pre-Proposal Conference shall not relieve a Proposer from full performance of any Contract awarded to the satisfaction of the OIAA. It is the responsibility of the Proposer to fully understand the scope of work and the conditions under which work is to be performed. The OIAA is a joint-powers authority (JPA) formed between the City of Ontario and San Bernardino County in Southern California. The OIAA Commission consists of five appointed members. The OIAA is the owner and operator of ONT. ONT is a medium hub airport serving more than 5.5 million passengers per year and is a major air-cargo facility in Southern California, with more than 750,000 tons being carried to and from the airport each year. The Airport requires planning and support services to assist the entitlement and approval of airport projects and to provide expertise of value to the ongoing operation and improvement of the Airport so that it can operate safely, efficiently, and serve all airport users. All supporting labor, monitoring, testing, tools, material and equipment for Access Control and Alarm Monitoring Systems (ACAMS), Panic/Duress, AED Alarm, Intercom, Badging/Credentialing Installation/Upgrade and Maintenance Services at ONT. The OIAA intends to execute a professional services contract with the Proposer best demonstrating their qualifications and approach to providing the following services: 1. Upgrading the existing Lenel ACAMS with the most current, commercially available and support Lenel OnGuard ACAMS. 2. ACAMS Support and Maintenance Services, to include the performance of; at hourly, daily, and unitized rates for labor and required equipment, all repair, moves, additions and changes of the ACAMS, integrated systems, and devices.
