Clackamas County is seeking experienced consulting services to assist the County in educating the public on the importance of taking advantage of the state funding available at this time for a new Courthouse, however the project will still require local funding. Baseline polling conducted in May 2018 showed that the public is not widely aware of issues with the existing County Courthouse in downtown Oregon City and its current condition. The selected vendor will work with County staff to educate and inform the public about the Courthouse replacement project In order to secure funding for a possible May 2019 voter approved bond election, voters will need to understand the possible consequences of failure to pass a local funding measure, which could include funding and service reductions to vital County programs and/or a scaled back construction project. The estimated total cost of the project is $230 million, with the Courthouse building estimated at $189 million. The county is seeking once in a generation match funding of $94.5 million for the building from the State of Oregon through the Oregon Courthouse Capital Construction and Improvement Fund (OCCCIF) with the County responsible for an equal $94.5 million for the building. An additional $30-$50 million, also to be funded by the county, will cover additional improvements such as parking, roadway improvements, master plan updates and DA office relocation which are needed to accommodate the replacement of the Courthouse on the Red Soils Campus. In July 2017, Clackamas County secured $1.2 million from the Oregon Legislature for planning costs demonstrating support for the Clackamas County Courthouse replacement project. The method of contractor selection has not been determined at this time.
