Renovation of a multi-residential development in Vancouver, Washington. Completed plans call for the renovation of a 81,997-square-foot, 10-story above grade, 96-unit multi-residential development.
The Housing Authority of the City of Vancouver ("VHA") is soliciting firms to submit their statements of qualifications for design services leading to renovation of the Van Vista Plaza Apartments from herein referred to as (the "Project"). On the basis of demonstrated competence and qualifications to provide architectural services of the type described herein, VHA expects to retain a firm for the Project to provide design, construction documents, and construction administration services at a fair and reasonable price. Upon selection of the firm, VHA will negotiate the specific work scopes performed and the cost of the Project. If a satisfactory negotiation cannot be reached the VHA reserves the right to discontinue negotiation and negotiate the Project with another qualified firm. The Project will be seeking 4% tax credits and is looking to have construction documents submitted for permits no later than February 2019 with a tentative construction start date of June 2019. VHA preference is to pursue a CMGC process with a General Contractor in lieu of the standard Design / Bid / Build process The Project will consist of the renovation of Van Vista Plaza, as assisted senior housing apartment building located at 410 W 13 th Street in Downtown Vancouver Washington, with the goal to provide an additional 40-50 years of useful life for the building. Year Built:1969 Approx. SF:81,997 sf. No. of Stories: 10 No. of Units: 96 Unit Mix: 60 Assisted Living - 36 Independent Living Possible change to all Assisted Living units Site Amenities including Accessibility Compliance Exterior Building Skin Evaluation / Energy Upgrades Elevator, Shaft and Machine Upgrades Exterior Window Replacement Installation of Window Cleaning System & Fall Protection Common Area Upgrades including Accessibility Compliance Interior Residential Unit Upgrades Energy Upgrades including LED Lighting and Mechanical/Plumbing Upgrades Resident Relocation Analysis / Review as Appropriate The target construction budget cost, including associated site work, is $8-10 million for the project. VHA has conducted assessments on the property (provided as Attachments to this RFQ) however these assessments are preliminary in nature and may not reflect the final scope of work. Construction is intended to begin summer 2019 with completion within one (1) year. Selected firm shall prepare detailed plans and specifications, provide bidding support services as appropriate, and assist with construction administration. The Vancouver Housing Authority is soliciting proposals from qualified firms to provide Architectural Design Services for renovations at Van Vista Assisted Living and Apartments. At that time VHA will review and answer questions. Answers will be posted as an addendum to the RFQ no later than close of business Monday September 10, 2018 Interviews (if needed) September 20 th - 21 st , 2018 Final Notification Monday, September 24, 2018 As of October 21, 2019, a general contractor has been selected. Construction is slated to begin in December 2019; however, a firm date has not been disclosed.
