As of September 11, 2024, general contractor/project management team has been selected. The U.S. Bureau of Reclamation (Reclamation), Upper Colorado Basin (UCB) Region, Four Corners Construction Office (FCCO), is issuing this small business sources sought notice to determine the availability and capability of small business sources for a contemplated construction project titled: San Juan Lateral Water Treatment Plant (SJLWTP). This notice is a tool to identify small businesses that have both the technical expertise and bonding capability at a projected range of $250-350 million to accomplish the work required for SJLWTP and is for informational purposes only. Information obtained through this notice may be used to determine the potential for issuing a future solicitation for this project as a total small business set-aside, and to provide input for the Government's overall acquisition strategy. The Bureau of Reclamation (Reclamation), a water management agency within the Department of the Interior (DOI) desires to engage the water treatment industry to provide a clear, concise, fair, and reasonable approach to the procurement strategy regarding the design and construction of the San Juan Lateral Water Treatment Plant (SJLWTP). The SJLWTP is part of the Navajo-Gallup Water Supply Project (NGWSP), whose overarching mission is to convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via about 300 miles of pipeline, 19 pumping plants, and two water treatment plants. Reclamation seeks to further its mission for the NGWSP through the two-step process identified in Federal Acquisitions Regulations, Subpart 36.3 - Two Phase Design-Build Selection Procedures with some added progressive design-build elements. Phase One will be a merit/qualifications-based selection (see attached draft Sections L and M for Phase One and Phase Two evaluation criteria), while Phase Two will be based on a best value (cost and technical being approximately equal) with focus primarily on the Proposal design as defined in specification 01 81 05 including; 100% design costs, direct and indirect construction and commissioning and operations costs, proposal design and technical approach, project management plan and schedule, small business participation plan and Indian preference hiring plan, and past performance/teaming arrangement, as well as oral presentations prior to award decision. This is NOT a Request for Proposals or an Invitation for Bids and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice.
