Construction of the Downtown Phase 1 Traffic Signal Upgrade Project The project includes the full replacement of traffic control signal equipment and installation of fiber optic and communication equipment in Downtown New Haven. This project is being re-advertised to reflect a base bid of five (5) intersections and three (3) bid alternate intersections. The City of New Haven hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, any disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and that they will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award. The minimum rates to be paid labor for the various classifications shall be in accordance with current Federal Wage Rate Determinations and the Schedule of Wages established by the State Labor Commissioner as provided in the General Statutes of Connecticut, as revised. The Solicitation Documents can be downloaded at from the City of New Haven's Purchasing website. We do not provide copies of the solicitation. A certified check payable to the City of New Haven; negotiable U.S. Government Bonds (at par value); or a satisfactory Bid Bond or Electronic Bid Bond, executed by the Bidder, and an acceptable surety in an amount equal to ten percent (10%) of the total bid, shall be submitted with each bid as a guarantee, that in case the contract is awarded, the bidder will execute such contract. Bid bonds are due at the time of solicitation opening. The bidder agrees that three percent (3%) of the awarded contract value shall be performed by a Disadvantaged Business Enterprise (DBE) as certified by the Connecticut Department of Transportation (CTDOT). The bidder must submit all of the DBE firm(s) it intends to utilize to achieve the above stated percentage with its' bid submission. Failure to comply will render the bid non-responsive. Only DBE firms that are certified by CTDOT are eligible to perform work or provide services that will count toward the established goal
