Site work and renovation of a bridge / tunnel in Phoenixville, Pennsylvania. Design plans call for the renovation of a bridge / tunnel; and for site work for a bridge / tunnel.

Replace steel superstructure and replace or rehabilitate the substructure. Restore the covered timber shed and deck as needed on this historic covered bridge. As of March 22, 2021, this project is still in preliminary planning stages and DEP Permitting. It is included in the Chester County FY 2021-2025 CIP. An engineer has been selected. A timeline for bidding and construction has yet to be announced. *The closed solicitation has been included below for reference: This project will advance structural improvements to a historic bridge that is in poor condition due to extensive steel beam deterioration. This project will rehabilitate the structure that spans Seven Stars Road over French Creek (CB# 190) and will include replacement of the beams and bearings, adjustment of the bridge seats, and pointing of the stone masonry substructure. Approach safety features will also be upgraded. The bridge is one lane, and carries 2,994 vehicles per day and is located in close proximity to a school The County of Chester will retain a PennDOT qualified engineering consultant to provide environmental and engineering design services and construction consultation for the rehabilitation of Chester County Bridge #190 carrying Seven Stars Road over French Creek in East Vincent Township. This bridge is listed on the National Register of Historic Places, being a timber covered bridge constructed in 1856, rehabilitated in 1978 and 1988. It should be noted that many of the timbers within this structure are Ekki, an extremely durable African hardwood and the County anticipates its re-use and where needed replacement in-kind. Rehabilitation will include replacement of supporting steel beams, adjustment of bridge seats, and rehabilitation of the stone masonry substructure to achieve a 20 Ton load posting. Rehabilitation will also include restoration of timber roof and shed and the addition of safety features. The bridge spans 104 feet with a curb to curb width of 12 feet six inches. It is currently load posted for 16 tons. The rehabilitated structure will meet current PennDOT design and safety standards where applicable and will be constructed in accordance with PennDOT Publication 408 while providing a context-sensitive design approach.Design and construction funding will be 100% Act 13 of 2012. Chester County encourages responses from small firms, minority firms, and firms who have not previously performed work for Chester County. The County will select one (1) firm for the purpose of negotiating an engineering agreement based on the evaluation of the acceptable Statement of Interest received in response to this solicitation. For the purpose of negotiating a contract, the ranking of firms will be completed utilizing the modified selection method which allows selection directly from the Statement of Interest technical proposals will not be required prior to the ranking. A full technical and price proposal will be required from the selected consultant. The following factors, listed in order of importance with weighted percentages, will be considered by the County during the evaluation of the statements of interest: Specific experience of the individuals listed for each position that constitutes the proposed project team with emphasis on their background in working for and familiarity with PennDOT procedures and specifications. Past Experience on similar historic covered bridge rehabilitation projects and familiarity with Ekki will be considered. (40%) Review of the consultants overall bridge design experience, abilities, project concept and approach. (25%) Project Managers experience with similar historic bridge projects. (20%) How will you pursue project delivery in relation to developing and/or meeting a realistic design schedule and completing the project within budget (15%) To be eligible for the work, the consultant and any sub-consultants must be a PennDOT ECMS Registered Business Partner. The Statement of Interest shall, at a minimum, include the following: One Page Cover Letter A concise narrative describing the project including alternatives and any special considerations (3 pages max.) U.S. General Services Administration (GSA) Form 330 (Resumes should be of key people stating their specific role in the project and project descriptions must include client contact information and emphasize areas of expertise) References for similar projects (a minimum of 5) List any sub-consultants that will be used for this project and their role/responsibility. Please provide Form 330 and project references for each sub-consultant.
